테러수단 변화에 대응한 효과적인 정책대안 도출에 관한 연구

국문 초록

정책활동을 유발시킨 사회문제는 환경 변화에 따라 질적으로 달라질 수 있으며 이러한 ‘문제의 변화’는 정책결정이나 정책집행 도중 또는 평가활동 과정에서 인지되고 이것이 환류되어 정책의 변동을 일으키는 주된 요인이 된다. 과학기술의 발달은 필연적으로 테러수단을 둘러싼 환경의 변화를 의미하며, 테러 수단의 변화를 예고하고 있다. 본 연구는 학계와 관계기관의 전문가 20명의 의견을 토대로 AHP기법(계층화분석법)에 의한 대테러정책의 우선순위와 구체적인 중요 정책대안을 도출하였다. 우선, AHP에 의한 정책 결정에 영향을 주는 요인의 상대적 중요도를 측정하기 위한 평가구조를 ‘평가목표 - 평가영역 - 평가요소’라는 3단계의 구조로 설계하였다. 연구모형의 1계층(평가영역), 즉 향후 테러공격수단과 테러지원수단에 대한 정책의 중요도 평가에서 전자는 0.447, 후자는 0.553의 가중치를 보이고 있다. 2계층(평가요소) 중 공격수단 대응정책 간 향후의 중요도 비교에서는 AI 등 대응정책(20.56%), 대량살상무기(화생방) 대응정책(10.19%)이, 2계층 중 선전·지원 수단간 대응정책 간 향후의 중요도 비교에서는 SNS·메타버스 이용 선전 선동 대응정책(21.51%), 테러자금 모금 차단정책(17.19%)이 우선시 되어야 하는 것으로 평가되었다.

영문 초록

Social problems that cause policy activities can vary qualitatively depending on environmental changes, and these 'problem changes' are recognized during policy making, policy execution, or evaluation activities, which are refluxed and cause policy changes. The development of science and technology inevitably means a change in the environment surrounding the means of terrorism, signaling a change in the means of terrorism. This study derived the priorities of counterterrorism policy and specific important policy alternatives using the AHP technique based on the opinions of 20 experts from academia and related organizations. First of all, the evaluation structure for measuring the relative importance of factors influencing policy decisions by AHP was designed as a three-stage structure called ‘evaluation goal - evaluation area - evaluation element’. In the evaluation of the importance of policies on the first class (evaluation role) of the research model, that is, the means of future terrorist attacks and means of supporting terrorism, the former shows a weight of 0.447 and the latter 0.553. Among the two classes, AI and WMD (10.19%) are important for future importance comparison. Among the two classes, SNS and Metabus propaganda (21.51%) and terror fundraising blocking (17.19%) should be prioritized.
