국문 초록

본 연구는 독일의 인도태평양 전략 추진과 한국의 신 남방정책 간 상호연계성 및 보완가능성을 분석하는 데 있다. 독일 인도태평양 전략은 첫째, 해당지역의 경제적 잠재성, 둘째, 해당지역과의 상호의존성증대, 셋째, 해당지역의 국제정치적 중요성, 넷째, 해당지역 내 독일과 유럽의 가치 확산필요성을 배경으로 추진되었다. 역내핵심전략목표로서 독일은 현실주의와 자유주의적 요소를 고려하여 인도태평양 내 경제교류관계의 다변화, 다자주의건설, 자유항행원칙수호, 인권과 법치주의가치향상, 기후변화방지노력확산을 추구한다. 독일의 인도태평양 전략과 한국의 신 남방정책과의 전략적 교집합을 고려했을 때, 첫째로 양측은 역내 경제외교관계의 다변화를 위해 협력할 수 있다. 둘째로 역내 정세의 평화와 안정유지를 위해 협력할 수 있다. 셋째로 양측은 역내 4차 산업혁명과 디지털경제네트워크의 확산을 위해 협력할 수 있다. 신 남방정책의 보완점으로서 한국은 독일의 사례를 참고하여 학문적 교류확산을 통해 역내 국가와의 더욱 심층적인 인적교류관계를 발전시킬 필요가 있다. 이에 더하여 적극적인 역내 항로보호활동참여를 통해 역내국가와의 전략적 신뢰도와 역내 서방국가와의 전략공조기반을 개선시켜야 한다. 결론적으로 양국 역내 전략공조의 성공을 위해서는 양국의 역내이익충돌을 방지하고, 양국이 각기 자체역량을 지속적으로 강화하여 상호협력필요성을 증대해야한다.

영문 초록

This study consists in analyzing mutual connectivity and complementarity between the German Indo-Pacific Strategy and the Korean New Southern Policy. Considering realistic and liberal factors, the German Indo-Pacific strategy seeks diversifying economic relations, constructing a multilateral order, protecting the free maritime order, and promoting human rights and constitutionalism. Concerning common points between the German and Korean strategies, they could firstly cooperate for the diversification of economic and diplomatic relations in the region. Secondly, they could cooperate for the peace and the stability of the region. Thirdly, they could for the development of the 4th industrial revolution and the digital economic network in the region. From the German strategy, the Korean strategy could adopt two lessons. First, Korea should develop academical intercourses in cooperation with other countries of the region, in order to achieve a more profound human interchange. Second. Korea should participate in protecting major maritime routes with other countries of the region. In conclusion, it would be necessary to prevent the collision of interests between both countries in the region, so as to guarantee their mutual success.
