국문 초록

디지털 기술의 급격한 발전은 시민들의 정치적 행태와 관련하여 민주주의 성격에도 큰 변화를 낳고 있다. 디지털 기술을 활용한 민주주의는 기존제도에 시민참여의 증가 및 심화를 촉진시킨다. 이러한 디지털 민주주의의 대표적인 사례로는 전자청원이 있다. 본 논문은 한국 전자청원 사례인 국민청원제도를 ‘민주주의 혁신(Democratic Innovations)’의 시각을 통해 분석한다. 민주주의 혁신은 정치적 결정과정에 시민참여를 증가시키거나 심화하기 위해서 구체적으로 설계된 제도이다. 청와대 홈페이지에 국민소통 플랫폼으로 개설된 국민청원은 제도의 법적 근거는 미비하다. 하지만, 이용자 중심의 직관적으로 구성된 홈페이지는 시민들의 접근성을 높였고, 많은 시민이 활용하는 전자청원제도로서 구축되었다. 이후, 제도의 효율적인 운영을 위하여 시민들의 의견을 수렴한 개편을 시행하였고, 시민참여는 증가하였다. 답변요건을 충족한 청원글은 정부의 책임실무자가 공식적인 답변과 함께 실질적인 조치를 제공하기 때문에 시민들은 이를 통해 정치효능감을 경험한다. 이러한 과정은 시민참여의 심화를 반영한다. 본 논문은 시민참여에 초점을 맞추어 국민청원제도가 민주적으로 운영되었는지 민주주의 혁신의 시각에서 분석한다. 이를 통해 오늘날 급진적으로 발달하는 디지털 기술로 인해 변화하는 한국의 디지털 민주주의를 진단하는데 함의가 있다.

영문 초록

A rapid development of digital technology impacts on political behavior of citizens. A digital democracy, which is use of a digital technology in political and governance processes promotes increasing and deepening citizen’s participation on political institutions. Online petition is one of the widely known tools of digital democracy. In Korea, the Blue House Online Petition is recognized as one of the most significant online petitions. This paper aims to analyze the Blue House Online Petition through the perspective of ‘Democratic Innovations’. Democratic Innovations is institutions that increase and deepen citizen participation in the political decision making process. Even though the Blue House Online Petition was constituted as a national communication platform between citizen and the government, it did not have a concrete legal basis. Despite the lack of legal basis, the Blue House Online Petition was still able to function as popular a online petition platform that most citizens use. The website was consisted of user-friendly environment and it successfully increased the participation of citizen. In order to deepen the citizens’ participation during the petition process, the government officials directly responded to petition and provide specific legal solutions. Overall, this research aims to examine digital democracy in Korea with the case of the Blue House Online Petition while focusing on citizen participation.
