북한의 핵 위기 대응 전략의 특성

국문 초록

2011년 현재의 북한은 ‘소수의 플루토늄탄을 보유하고 우라늄탄을개발 중인 국가’로 간주되고 있다. 북한의 핵무기 개발은 북한의 입장에서도 위기의 연속이었다. 이 논문은 북한이 이 위기를 어떤 대응 혹은협상 전략으로 극복하고 자신들이 원하는 핵무기 보유에 다가서게 되었는지 그 특성을 핵 일정의 분석에서 추출해 내는데 목적이 있다. 이 논문은 핵 일정의 분석을 통해 북한 전략이 ‘최소 결탁의 관계단순화’, ‘회담 갈아타기’, ‘요구와 의제 다변화를 통한 의제설정 주도’, ‘거부, 위협및 유화의 강온병행’을 특징적으로 활용하고 있음을 발견했다. 또한, 별도의 절을 두지는 않았지만, 두 가지의 특성이 더 발견되었다. 하나는흔히 ‘벼랑 끝 전략’으로 불려온 극단적 행동의 선택, 즉 북한은 망설이지 않는 과감한 행동을 통해 소기의 목표를 달성해 나갔다는 점이다. 다른 하나는 북한 내 다양한 주체들이 북한의 입장 표명에 참여하여 통일된 하나의 목소리를 냄으로써 신뢰성을 극대화하는 한편 서로 다른목소리를 냄으로써 모호성을 극대화하는 전략을 구사했다는 점이다. 이논문은 북한의 비핵화를 실현하려는 측이 이러한 특성들을 철저히 분석하고 대응해야 소기의 목적에 다가갈 수 있다는 전제를 가지고 있다.

영문 초록

This thesis analyses the chronology of North Korean nuclear program from January 1990 through October 1994 when the 'Agreed Framework' was signed by the United States and North Korea. The purpose of the paper is to identify the features of North Korean strategy on negotiating with the opposing countries or organizations, which include mainly the United States, South Korea, IAEA and the UN Security Council. The findings of this study can be summarized under four headings. First, North Korea adopted a kind of 'minimum winning coalition' strategy focusing on consolidating its alliance with China. Secondly, it had kept changing negotiating tables from one to another while opening itself to several talks, avoiding disadvantages or taking advantages in pursuing its goal of nuclearization. Thirdly, it had provided various demands and agenda on and outside the table to take the initiative in negotiating. Fourthly, it had carried out objection, threat and appeasement side by side. In addition, it is also noteworthy that North Korea was resolute in carrying out reckless decisions such as the withdrawal from the NPT, and that it mobilized various governmental officials and bodies sometimes to maximize the reliability of its position and the other times to maximize its ambiguity.
