북한의 강제수용소의 현실과 개선방향

국문 초록

북한의 강제수용소에 대한 실상은 북한이 폐쇄적인 사회임에도 불구하고 완전히 비밀로 하기에는 어렵다는 것을 보여주고 있다. 그 동안북한은 체제유지와 주민의 통제방식의 하나로 비밀리에 강제수용소를운영하여 왔던 것이 사실이다. 그러나 북한이탈주민의 급증과 강제수용소의 직접적인 체험자와 경비대원의 탈북으로 강제수용소의 실태가 밝혀지고 있다. 강제수용소는 인권의 사각지대로 우리가 상상할 수 없는인권 유린이 자행되고 있으며 김일성·김정일 부자의 통치 권력을 유지하기 위한 수단으로 이용되어 왔다고 할 수 있다. 북한의 강제수용소에대한 문제를 해결하기 위하여 국제사면위원회 등과 같은 국제기구를 비롯하여 서방 선진 국가들이 북한 인권보고서를 제출하는가 하면 북한인권법을 제정하여 북한의 강제수용소의 개선과 북한 주민의 인권을 회복하기 위해 다각적인 노력을 하고 있으나 실효성이 떨어지고 있다. 이는북한이 이를 수용하려는 의지가 부족하고, 이를 수용하였을 경우 북한체제가 와해로 연계되어질 것을 우려하고 있기 때문이다. 본 논문에서는 북한의 강제수용소의 실체와 이를 개선할 수 있는 방안을 추론하기위한 목적으로 작성되었다. 그러나 주제가 가지고 있는 특수성으로 인하여 연구의 한계를 가지고 있으며, 탈북자들의 증언을 토대로 강제수용소의 인권 개선을 위한 방안 제시 및 북한의 반응에 대하여 분석하였다.

영문 초록

The human rights record of North Korea is extremely difficult to fully assess due to the secretive and closed nature of the country. The North Korean government makes it very difficult for foreigners to enter the country and strictly monitors their activities when they do. Aid workers are subject to considerable scrutiny and excluded from places and regions the government does not wish them to enter. Since citizens cannot freely leave the country, it is mainly from stories of refugees and defectors that the nation's human rights record has been constructed. The government's position, expressed through the Korean Central News Agency, is that North Korea has no human rights issue, because its socialist system was chosen by the people and serves them faithfully. While it is difficult to piece together a clear picture of the situation within the country, it is clear that the government of North Korea controls virtually all activities within the nation. Citizens are not allowed to freely speak their minds and the government detains those who criticize the regime. The only radio, television, and news organizations that are deemed legal are those operated by the government. The media, as with Kim Il-sung, universally praise the administration of Kim Jong-Il. A number of human rights organizations and governments have condemned North Korea's human rights record, including Amnesty International and the United Nations, which passed a General Assembly resolution in 2008. In its 2006 country report on North Korea, the American government-funded Freedom House alleged that the country "is a totalitarian dictatorship." Freedom House categorized North Korea as "Not Free". North Korea has charged that that those who make allegations about human rights in the country are interfering in the country's internal affairs and trying to force down their values
