세습과정에서 본 북한 통치이데올로기의 변화 연구

국문 초록

북한체제는 김정일의 집권 이후 지속적인 경제난과 함께 인민들의‘생활 질’을 제대로 확보해 주지 못하고 있다. 이에 내부적으로는 주체사상이 ‘선군사상’으로 대체과정에서 오는 역작용과 1당 독재체제하에서무소불위의 권력을 행사해왔던 조선노동당의 현주소다. 오늘날에 와서는 위상 약화와 관료들의 부정부패 등이 복합적으로 작용하는 가운데대내적으로 복합적인 체제위기상황을 맞고 있다. 이와 함께 핵 및 미사일 개발 등으로 인한 외교적 고립과 각종 불법행위로 인한 국제적 지탄, 인권이나 탈북자, 테러문제 등으로 인한 대외적 입지 약화가 맞물리면서 정권 수립 이래 최대의 위기국면을 맞이하고 있는 것으로 보인다. 이러함 속에서도 북한은 과거에서부터 현재에 이르기까지 통치체제가 김일성의 이름과 권위를 통해 김정일 부자권력 세습체제로 유지하였고, 이제는 김정은에게 3대 세습을 이어가려는 현대판 전체주의의 신정적 특성이 나타나고 있다. 또한 북한은 김정은 공식 등장 직후 핵무기포기 불가와 핵능력의 강화를 언급한 것도 같은 맥락이라고 할 수 있다. 결국 향후 북한의 정책방향은 김정일 시대의 유훈을 철저히 이행하는 모습을 보이면서, 김정은 후계체제의 안착을 위해 대내결속을 도모하는 데 주력할 것으로 전망된다.

영문 초록

Since Kim Jong-il assumed power, the North Korean government has not been able to guarantee reasonable quality for the lives of its people due to the continued economic hardships. This has resulted from the Korean Workers' Party's exercise of absolute power as one-party autocracy and from it internal transition from Juche Idea to Military-First Idea as its ruling ideology. Today the country is confronted with a complicated crisis that has been caused by a combination of the weakening domestic and international political status and bureaucratic corruption. The situation is being deteriorated by diplomatic isolation due to the development of nuclear weapons and missiles, international criticisms about its illegal activities, and weakened position in international society due to violation of human rights issues, refugees, and terrorism. The crisis seems to be most severe since the party was in power. Even during such crisis, North Korean government has maintained its modern totalitarianism through Kim Jong-un's hereditary system, just as it had transferred power to Kim Jong-il by sheer authority of Kim Il-sung decades ago. Their recent renewal of the vow not to give up nuclear weapons and to reinforce the nuclear program are consistent with these current movements in the government. It is anticipated that North Korea will continue to implement Kim Jong-il's policies and to promote domestic solidarity in order to firmly establish Kim Jong-un‘s succession
