국문 초록

한 나라의 사회교육은 급변하는 사회에서 사회의 문화를 보존하기위하여 노력하는 중요한 요소이다.36) 그렇기에 사회교육을 통해 국민들은“전 생애에 걸쳐 연속적인 학습”을 하게 되며, 국가의 국민으로서 중요한 의무를 수행한다. 이러한 의미에서 북한의 사회교육도 북한 사회의지속과 발전을 추구하며, 현재의 북한의 모습을 결정 지웠다. 주체사상으로 무장된 북한식의 사회교육 활성화는 1990년대 전후하여 사회주의국가의 붕괴 이후 변화하는 상황에 놓이게 된다. 북한의 사회교육은 그틀을 바꾸어야 하는 상황이 전개되었으나 북한 당국은 변화를 두려워하였다. 다만 그로 인한 21세기의 변화의 상황에서도 북한의 사회는 소극적인 반응을 보이는 결정적인 맹점을 보이고 있다. 분명히 발전을 추구하여야 할 사안에 대해 소극적인 입장을 견지한다면 그 내부의 반발은 잔잔하지만 거세가 분출될 것이다. 즉 교육적인 치유를 위한 방법을모색하기 위해 북한의 사회교육이 변화하여야 한다. 그럼에도 불구하고북한 당국은 북한의 주체사상의 세습적 상황에 놓이게 되면서 사회교육진척에 방향을 제시하지 못하고 있는 실정이다. 이러한 과정이 진행되면 될수록 북한의 사회교육 발전은 기대하기 어려워질 것이다. 이처럼북한의 사회교육은 해방 이후 공산주의를 적극 활용하여 운영하였다. 이후 북한의 사회교육은 주체사상을 유일사상으로 관철하는 전형적인사례가 되었다. 21세기의 평생 교육의 일반적 상황에서도 북한의 사회교육은 결정적으로 그들 특유의 정치사상교육에 몰두하는 맹점을 보이고 있다. 이에 본 논문은 북한의 사회교육에 대해 역사적인 상황과 특징을 파악하고, 논의하고자 한다.

영문 초록

Social education in North Korea targets schools, homes and every element of society. This all-encompassing educational policy is aimed at inculcating North Koreans with revolutionary ideas. North Korea’s communist party and government place the greatest emphasis on the intelligentsia and revolutionists amongst all its social classes. They are the key to thoroughly realizing the socialist vision of education pedagogy. Social education in North Korea stresses the importance of the formal educational system which brainwashes its people into taking the hereditary succession of power for granted. It also teaches technical skills that indoctrinates its people in dogmas. The primary function of social education in North Korea is to strengthen the nation’s defenses and develop human resources suitable for its labor party. Under the current system the North Korean Government is bound to approve of any of its past activities. This system is falling far behind the rapidly-changing world environment as a consequence of this approach. The role of social education in a changing society should be to help its people overcome closed ideological values and become efficient. Advocating uninterrupted life-long study is one of the most important duties of social education. In this case, North Korean government has pursued its construction and continuation with dogmatic beliefs in social education. And it’s this style of social education process which has made North Korea what it is today. Despite some conservative party members in South Korea predicting the collapse of the regime, North Korea still maintains the system regardless, distorted and all as it may be. Now is the time for the North’s leadership to find better ways to improve the efficiency of its social education. If they are successful in these efforts the regime can remain in power, the educational system can develop and it will lead to the resolution of the nation’s dilemma.
