독일의 전승 4개국에 대한 통일외교 재조명

국문 초록

한반도 통일 문제는 국제적인 문제로써 남북한의 민족적 의지만으로달성하기는 어렵다. 국가이익이 서로 다른 주변 4강대국이 통일된 한국이 자국의 안보에 위협이 되지 않는다고 인식하고 협조해야 되기 때문이다. 따라서 독일의 사례가 우리에게 주는 정책적 함의는 매우 크다고볼 수 있다. 서독정부는 전승 4개국을 포함한 주변국들의 안보에 대한위협을 불식시키는 외교를 통해 통일을 달성했기 때문이다. 이와 같이주변국의 안보위협 우려 불식을 위한 외교가 중요함에도 불구하고 독일통일 후 우리의 연구는 주로 통일 직전 콜 정부의 외교에 중점을 두어효용성 있는 시사점 도출이 제한되었다고 볼 수 있다. 본 연구는 이와같은 문제의식에 기초하여 전승 4국의 안보 위협 인식을 실질적으로 분석하면서, 이에 대한 서독의 외교를 정부수립 이후부터 통일이 이루어질 때까지 시대별로 구분하여 역사적 맥락에서 포괄적으로 분석하였다. 이와 같은 분석은 독일 사례의 창조적 활용이라는 측면에서 나름대로의의미를 가질 것이다.

영문 초록

Korean unification is an international matter, which requires more than the national wills of the two Koreas. Unification can be carried out when Japan, China, Russia and the U.S.A. do not consider a unified Korea as a threat. In this regard, it seems that Germany’s process towards unification offers numerous strategic applications for South Korea since West Germany achieved unification without threatening the Four Victorious Countries (U.S.A., U.K., France, and Soviet Union). Despite the importance of such diplomacy, studies have only focused on Kohl, the former German Chancellor, and the negotiations between East and West Germany. This study investigates the perceived threats by the four victorious nations of the World War Ⅱ towards a strong unified Germany. This study also extensively analyzes West Germany’s responses towards those nations up to the time of its unification. This study shows two critical implications for Korean unification. 1) Strengthening relations with allies should be placed as a the top priority. 2) Military action should be taken to ease security threats towards neighboring countries.
