국문 초록

국가보훈의 가치에 대한 인식은 안전 혹은 안보 가치에 대한 인식에달려있다. 최근의 북한의 호전적 행동이 국민의 안보의식을 높였지만, 우리 사회가 삶의 질적 가치를 중시하는 단계로 이전 중에 있기 때문에사회와 국가 존속의 절대 가치인 안전과 안보 가치에 대한 인식은 국가보훈의 가치를 충분히 인정하기에 미흡한 수준이다. 이런 우리의 현실과는 달리, 주요 정치 사상가들은 안전과 안보 가치의 절대적 중요성을강조하고 있다. 플라톤, 마키아벨리 그리고 홉스는 바람직한 사회 상태를 창출하고 유지, 발전시키기 위해서는 군과 군인이 가장 중요한 기제임을 주장했다. 모겐소와 키신저는 갈등과 전쟁이 보편화된 현존 국제질서에서 평화 구현의 유일한 방법은 강력한 군사력의 유지이며 세력균형임을 주장했다. 이런 사상적 주장 속에서 6‧25전쟁은 우리에게 주요정치 사상가들의 주장들이 옮음을 역설하는 역사박물관이라고 할 수 있다. 수많은 인적, 물적 희생을 초래한 이 전쟁으로부터 군인들이 나라를 지킴으로써 한국은 오늘의 민주주의와 경제발전을 비로소 누릴 수있게 된 것이다.

영문 초록

Perceptions on the value of national veterans affairs originate largely from the perceptions on safety or national security. The recent hostility of North Korea has heightened South Koreans' perceptions on national security. However, as the Korean society has been transformed into a society which assigns a high value on the quality of life, its perceptions on the value of safety and security has weakened, generating insufficient support to the value of national veterans affairs. Unlike Koreans' weakening perceptions on national security, major political theorists suggest that the value of safety and security should take precedence of any other private and public values. Those theorists include Plato, Machiavelli and Hobbes who commonly argue that the military most effectively promotes a desirable society and state, as well as Morgenthau and Kissinger who argue that the unique way to realize peace in the existing international order is to maintain a strong military and to pursue the balance of power. The Korean war demonstrates that the arguments of those five theorists are valid. Without the sacrifice of the military personnel who saved our country from the war of so much destruction, Koreans would not have enjoyed the democracy and economic prosperity as they do now.
