국문 초록

본 논문은 ‘평화유지군의 민군관계 발전방안에 관한 연구: 주요 사례를 중심으로’에 관해 분석한 글로써 제Ⅱ절은 민군관계와 평화유지군역할, 제Ⅲ절은 선진국의 민군작전 비교분석, 제Ⅳ절은 한국군의 평화유지군 사례분석 순으로 살펴 본 후 결론에서 정책적 제언을 제시해 보았다. 우리나라는 17개 지역에 약 1,400여명의 국군을 파병하여 세계의 곳곳에서 평화를 수호함은 물론 우리나라의 위상을 드높이고 있다. 특히 2011년 1월 21일 청해부대가 ‘아덴만여명작전’을 성공하여 소말리아 해적들에게 피랍되었던 선원들을 무사히 구출함으로써 우리 국민들에게 자부심과 자긍심을 심어 주었다. 또한 ‘아덴만여명작전’을 통해국민들에게 평화유지군(PKO) 활동의 중요성을 각인시켜 준 대표적인예라고 할 수 있다. 따라서 첫째, 전투병과를 포함하여 해외파병을 다양화하여 전투력을 향상 시키는 것이다. 둘째, 국민들의 지원과 협력이필요한 바 이에 대한 합리적인 설득이 필요하다. 셋째, 해외 파병을 통해 국격 상승은 물론 국익을 최대한 창출할 수 있다. 따라서 이러한 것을 구현하고 실현하기 위해서는 첫째, 전투병과를 포함한 다양한 지역에 대해 파병을 해야 한다. 둘째, 해외파병에 대한 국민들의 지지와 호응을 받도록 다양한 방법으로 국민들에게 공개하고 홍보해야 한다. 셋째, 현재의 해외파병의 대부분은 성공사례 위주로 되어 있는 바 이를탈피하여 공과를 엄정하게 분석하여 기록으로 남겨야 한다. 마지막으로 국가의 품격을 높이고 국가이익을 최대한 창출할 수 있는 방안을 범정부 차원에서 치밀하게 수립하여 꾸준하게 추진하여야 한다고 본다.

영문 초록

As Korea has dispatched its national army of about 1,400 soldiers to 17 regions, it guards the peace all over the world and also enhances the national status of Korea. In particular, the Cheonghae Unit conducted its Gulf of Aden Dawn Operation successfully on January 21st, 2011 and saved safely the crew kidnapped by Somali pirates to encourage Korean people. The Gulf of Aden Dawn Operation is an representative example to have its people realize the importance of activities of the Peace Keeping Operation (PKO) through the activities of it. Thus, first, it is necessary to improve its fighting power by diversifying the overseas dispatch as well as the combat arm. Second, it is needed to provide reasonable persuasion since the peoples support and cooperation are essential. Third, it is crucial to have the maximum creation of national profit as well as realization of enhancing national dignity through overseas dispatch. Therefore, to realize that, first, it is necessary to conduct overseas dispatch including the combat arm to various regions. Second, it is needed to open and publicize overseas dispatch to the people in order to gain support and favorable response from them. Third, because the current records on overseas dispatch are moistly focused on the successful cases, it is needed to escape from that and write the public imposts more strictly. Lastly, it is needed to establish precise measures to enhance national dignity and have the greatest creation of national profit and conduct them constantly in the pan-governmental dimension.
