국문 초록

본 논문은 국가보훈의 이념의 내용과 성격 및 평가에 관한 것이다. 국가보훈은 국가를 위해 헌신한 애국선열과 그 유가족에 대한 국가의보은정책과 그 시행을 의미한다. 이런 점에서 국가보훈은 국가의 정체성을 나타내는 가장 대표적인 국가정책이라고 할 수 있다. 그렇기 때문에국가보훈의 기본적 가치와 이념에 대한 명확한 방향성이 조성되어야 한다. 국가보훈의 이념을 구체적으로 언급하면 우선 자유민주주에의 지향성을 들 수 있다. 자유민주주의는 대한민국의 건국이념이자 국가이념이라는 점에서 우리가 반드시 지켜나가야 하는 정체(政體)이자 이념이다. 자유민주주의가 현재 세계인류의 보편적 가치라는 점에서 어떤 고난과시련이 있더라도 우리는 수호․확산해야 한다. 둘째, 국가보훈의 이념으로 대한민국의 국가적 수호의지에 대한 확고부동한 방향성을 지녀야 한다는 점을 지적할 수 있다. 국가보훈과 대한민국 간에는 결코 분리할 수없는 불가분의 관계에 있다. 마지막으로 국가보훈은 국민통합에의 방향성이라는 이념을 지녀야 한다. 국민통합은 우리 사회의 분열을 극복한연후에 도출되는 것으로 민족통일의 전제로서의 의미를 지니고 있다. 국가보훈의 이념은 국가이념의 하위단위로서의 성격, 그리고 국가보훈정책의 입안과 시행의 틀로서의 성격 등을 지니고 있다.

영문 초록

This study is a writing analysing the content, character and appraisal of national veterans affairs. National veterans affairs means the nation's gratitude policy and realization about deceased patriots, family of the deceased devoting to nation. In this respect, national veterans affairs is to be a unrepresentative national policy presenting national identity. Because of this, the directivity to basic value and ideology of national veterans affairs is to be produced. First of all, the ideology of national veterans affairs is a directive character to liberal democracy. Because a liberal democracy is a national ideology and founding principle of a nation of the Republic of Korea, we must keep this. Secondly, the ideology of national veterans affairs has to keep a concrete directivity to keeping will of our homeland, Daehanminguk(대한민국). There is a an inseparable relation between national veterans affairs and Daehanminguk. Lastly, national veterans affairs has to keep the directivity to national integration. National integration is produces after the division of our society is overcomed. In this sense, national integration means the premise of national unification. The ideology of national veterans affairs has the character of sub-unit of national ideology and the framework of the plan, enforcement of national veterans affairs's policy.
