국문 초록

남북이 정치적 접촉을 촉진하려면 먼저 민간교류가 다양하게 추진되어야 한다. 여기에는 통일 독일이 과거의 역사, 언어, 민족, 축제. 스포츠 등을 활용 했듯이 우리도 민족이나 민족적 자부심 같은 상징적 자부심을 이용하여 민간교류를 촉진해야 할 것이다. 김정일이 죽고 난 뒤김정은 체제로 돌입해도 북한 공산체제는 당장 변하기 어렵다. 비록 변화의 속도는 느리지만 그래도 과거와 달리 상당한 변화가 일고 있다. 따라서 한반도는 하루 빨리 냉전체제에서 벗어나 남북한 교류 방안을마련해야 한다. 한반도 문제는 주변국의 이해와 맞게 지역 평화와 안보에 위협이 되지 않아야 한다. 그러기 위해 보다 넓은 교류를 통해 아직도 여전히 작동하는 한반도의 상징적 의미가 있는 공동의 역사, 언어, 국기, 민속 스포츠, 등을 통해 남북한의 자부심을 살릴 수 있는 방안들을 모색해야 한다. 적대관계의 해소, 군비 통제의 수단 등을 위한 민간교류 협력을 강화하는 방향으로 나아야가 할 것이다. 우선 군사적 대결보다 한반도에 남아 있는 한민족의 자부심을 활용해 남북교류를 확대해야 할 것으로 판단된다.

영문 초록

The need for civilian exchange will boost new relation between South Korea and North Korea, especially when South Korea considered civilian exchange from various angle and hold. It will be the benefit in Korea to apply national symbolic prides for the unification of the Korean Peninsula as like German did, such as past common history, same Korean language, many festivals, national anthem, several national sports and so on. These efforts applying national symbolic prides in civilian exchange will be contributed to make the new Korea. Even though Jong-Il Kim passed away, it is still unsure for North Korea to democratize. However the gradual changes have began to change under the present young Kim's regime. Various exchanges should be prepared both South Korea and North Korea to unify in an unthreatened way for neighbor countries. In order to make wide exchanges, the national symbols in the preceding examples are required to take all advantage. It would promote a re-solution to North Korea's arms control and help the Korea Peninsula. Not any military confrontation but civil exchanges based on historical pride could help regional security more. Then at an early date the frame work of the six-way talks could resolve a fresh new state of northeast Asia. Self-confidence would play a vital role in Peninsula.
