김정일 사망이후 남북한관계 전망

국문 초록

북한체제에서 김정일의 사망으로 김정은 시대가 도래하였다. 현재북한은 김정일 사망을 계기로 불안과 희망이 교차하고 있는 것으로 보인다. 김정일은 김일성이 사망하기 오래전부터 후계수업을 완벽히 받았던 반면, 김정은은 후계수업을 완전히 받지 못한 상태에서 권력이양을하게 되었기 때문에 승계과정에서 힘의 공백이 발생할 가능성이 조심스레 예견되고 있다. 결국 김정은 체제가 얼마나 안정적으로 다른 세력을품어내고 협조를 끌어내느냐에 정권 안정의 운명이 결정될 것으로 보인다. 현재로서는 북한 지도부의 이해 일치로 김정일 위원장 사후 안정을유지하고 있는 것처럼 보이지만, 중장기적으로 김정은과 권력엘리트, 권력엘리트 내부의 상호관계가 변화하면서 위기에 봉착할 개연성도 배제할 수 없다. 현재의 상태에서 남북관계 개선 전망은 상당히 비관적이다. 북한은 임기 말의 이명박 정부에 기대를 걸기 보다는 오히려 2012 년 총선과 대선 이후 정권교체 가능성에 기대를 걸 가능성이 더 크다. 북한은 원칙적인 대남 강경입장과 갈등 및 긴장의 남북관계를 적절히활용하여, 김정은 체제 확립과 남한 정치 일정에서 자국에 유리한 영향력을 발휘하는 데 사용할 가능성이 높다. 이렇게 볼 때 2012년의 남북관계는 북한의 대내적 상황과 대남 강경입장, 이명박 정부의 원칙 고수와 국내정치적 조건으로 인해 관계개선이 어렵거나 소극적일 수밖에 없을 것이다.

영문 초록

In North Korea, the death of Kim Jong-Il opened the era of his son Kim Jong-Eun. He became Supreme Commander of North Koreas Armed Forces. Due to the death of Great Leader Kim Jong-Il, North Korea is facing dual situation: insecurity for the leadership and hope for the common people. While Kim Jong-Il had long been trained as a successor when his father, Kim Il-Sung, died in 1994, his son, Kim Jong-Eun, has not been trained so long time(only one year and half). So, the power vacuum is cautiously predicted in the succession process in North Korea. The future of Kim Jong-Eun regime depens on how he holds diverse groups of North Korea, especially the military and party members, in his arms. North Korean regime appears for the moment or in the short term to be stable even after the death of Kim Jong-Il mostly due to the convergence of interests of these diverse groups. But in the mid or long term, we cannot exclude the possibility of collapse following the dissentions and power compettion between Kim Jong-Eun and power groups or among power elites. Regarding the Inter-Korean relations, despite the start of new regime in North Korea the prospect of reopening of dialogue between North and South Koreas is gloomy at least for the year 2012. North Korean regime will rather want to wait for the new government of South Korea following the general election in April 2012 and presidential election in December 2012 than deal with actual Lee Myung-Bak government of South Korea which maintain the stubborn attitude toward North Korea after the topedo attack to Cheonan naval vessel and the artillery attack to Yon-pyong island.
