노태우 정부의 북방정책이 한반도 비핵화에 끼친 영향에 관한 연구

국문 초록

노태우 정부의 ‘한반도의 비핵화에 관한 공동선언’이 발표되고 20여년이 지난 지금, 북한의 핵문제는 세월의 변화만큼이나 더욱 복잡하고어려운 국면을 맞이하고 있다. 그동안, 남북기본합의서의 교환 그리고제네바 기본합의문 체결과 ‘북경 6자회담’회의 등을 통하여 한반도 비핵화는 물론 동북아의 긴장 완화와 공동번영이라는 시대적 요구에 상당부분 변화의 양상을 보인 적도 있었다. 또한 노태우 정부의 북방정책이당시의 국제정세와 외교전략의 차원과 더불어 한반도 안보지형에는 시의적절 하였다고 볼 수도 있을 것이다. 그러나 북한의 핵문제에 국한시켜 보면 노정부의 북방정책은 본질적 문제의 해결보다는 상호간의 정치적 결단에 지나지 않았음을 부인할 수 없다. 그럼에도 불구하고 당시의북방정책으로 인하여 첫째, 탈 냉전시기의 남북한의 통일논의의 주도권을 행사할 수 있었다. 둘째, 남북기본합의서의 채택과 한반도 비핵화공동선언의 실현을 남한 주도로 성사시켰음을 인정하여야 한다. 셋째, 냉전시대 이후 한국 우위의 대중․러시아 외교관계가 이어지고 있다. 끝으로 노태우정부의 북방정책이 이룩한 최대의 성과는 대미 종속적 남북관계를 독자적으로 한반도의 세력균형은 물론 동아시아의 평화공존을위한 주도적 역할이 가능하게 되었다는 점이다.

영문 초록

Judging From the international situation and the diplomatic strategies during the south Korea's Rho Tae Woo Government, its North Korea's Policy was very timely. But the argument is that the North Korea's Policy didn't put much stress on the Problem of the denuclearization of the Korean peninsular and on the North Korea's nuclear weapons issue. So it can't be said that the North Korea's Policy turned out pretty Well. In spite of the unsatisfactory result of the North Korea's Policy, there are some other positive aspects, too: First, the North Korea's Policy helped the South Korean government have the initiative of talks on the peaceful reunification. of the Korean peninsular in the post-cold war era. Second, the South Korean government had the initiative of signing the South-North Korea Basic Agreement & the Joint Declaration of the Denuclearization of the Korean Peninsular in December, 1991. Third, the successful diplomatic relationships between South Korea and China, and South Korea and Russia since the cold war era begun by the Rho Tae Woo Government have contributed to the Korean Government's continuous initiative of the relationships. Lastly, the successful diplomatic relationships between South Korea and China, South Korea and Russia, which is the best outcome of the North Korea's Policy, helped the Korean government break from the South-North Korean relations dependent mainly on the U.S. foreign policy in the cold war era and have the initiative of establishing the balance power on the Korean peninsular and the peaceful coexistence in the East Asia.
