국문 초록

현재 우리나라 지적측량 관련 법 규정은 ｢공간정보의 구축 및 관리 등에 관한 법률｣과 ｢지적측량 시행규칙｣ 외 각종 규정으로 구성된 기속측량으로 지적측량 실시기준과 절차, 경계설정, 면적측정 등과 지적측량성과검사에 관한 모든 사항을 규정하고 있다. 따라서 지적측량의 실시기준과 절차를 법률규정에 따라 실시해야 한다. 그러나 법률적 내용이 환경적인 변화를 반영하지 못해 지적측량수행자와 지적측량성과 검사자가 업무를 수행하는데 많은 문제점이 발생하고 있다. 이에 본 연구에서는 지적측량 관련 법 규정에서 필요한 지적측량 및 지적측량성과검사에 대한 절차, 용어의 해석과 용어의 이중 사용으로 법 규정 적용에 혼란이 발생하므로 현시대에 적합한지에 대한 적합성을 분석하였다. 그 결과 지적측량성과검사의 절차 및 방법, 지적측량과 관련된 용어 및 용어의 정의 등에 대한 문제점을 도출하여 지적측량과 지적측량성과검사 업무를 수행하는데 편리하도록 방법과 절차, 용어의 설명, 매뉴얼 등의 작성방안을 제시하고자 하였다.

영문 초록

Currently, the regulations of laws related to cadastral surveying in Korea are high-speed surveys consisting of various regulations other than the ｢Act on the Establishment, Management, etc. of Spatial Data｣ and ｢Enforcement Rules of Cadastral Survey｣, and stipulate all matters concerning the criteria and procedures for conducting cadastral measurement, boundary setting, area measurement, and cadastral survey performance inspection. Therefore, the standards and procedures for conducting cadastral surveys should be carried out in accordance with legal regulations. However, as the legal content does not reflect environmental changes, there are many problems for the cadastral survey operator and the cadastral survey result inspector to perform their duties. Accordingly, in this study, the procedures for cadastral survey and cadastral survey performance inspection, interpretation of terms, and double use of terms required in the legal regulations related to cadastral survey cause confusion in the application of the legal regulations, thereby analyzing the suitability of whether it is suitable for the current era. As a result, it was intended to present a plan to prepare methods, procedures, explanations of terms, manuals, etc. to make it convenient to carry out the cadastral survey and cadastral survey performance inspection by deriving problems with the procedures and methods of the cadastral survey performance inspection, and the definition of terms and terms related to the cadastral survey.
