국문 초록

국가에서는 공간정보의 중요성을 인식하여 ｢국가지리정보 체계의 구축 및 활용 등에 관한 법률｣을 2000.1.21.일 제정·운영했으며 해당 법률은 현재 ｢국가공간정보 기본법｣으로 운영되고 있다. 서울특별시는 유일하게 공간정보담당관이라는 부서 단위의 업무를 추진하는 기관이다. 따라서 공간정보담당관의 업무 내용과 공간정보 조례를 비교분석 하여 실효성이 확보된 공간정보 조례개정 방향을 도출하고자 한다. 공간정보 조례개정 방향은 첫째, 현행 업무추진 사항 중심으로 개정한다. 둘째, 법령에서 정하고 있는 내용은 중복하지 않는다. 셋째, 공간정보담당관이 주체적 역할을 할 수 있도록 정비한다. 효율적인 공간정보체계를 운영하기 위한 공간정보 조례의 주요 개정(안)은 목적 및 정의의 재정립, 공간정보협의회, 도시기준점 관리, 총괄부서, 실무부서에 관한 사항이다.

영문 초록

Recognizing the importance of Geospatial information, the State has enacted and operated the National Geographic Information System Act on January 21, 2000, and the relevant law is currently operated as the National GeoSpatial Information Act. The Seoul Metropolitan Government is the only institution that promotes departmental work called the Geospatial information Division. Therefore, it is intended to derive the direction of revision of the Geospatial information ordinance that has secured effectiveness by comparing and analyzing the work contents of the Geospatial information Division and the Geospatial information ordinance. First, the direction of revision of the Geospatial information ordinance will be revised focusing on the current business promotion matters. Second, the contents prescribed by laws and regulations do not overlap. Third, it is reorganized so that the Geospatial information Division can play a subjective role. The main amendments to the Geospatial Information Ordinance to operate an efficient Geospatial information system are matters related to the re-establishment of purpose and definition, Geospatial information council, urban reference point management, general department, and working department.
