통일노력에 대한 트랙2 외교적 접근

국문 초록

냉전 종식 이후 지구공동체에서는 안보, 빈곤, 인권, 환경파괴 등의문제를 해결하기 위해 세계의 다양한 부문에서 비정부적 이니셔티브가증식되어 오고 있다. 이러한 현상들을 적절하게 설명할 수 있는 이론이바로 트랙2 외교와 비국가행위자에 대한 이론이라고 할 수 있다. 트랙외교는 국외 또는 비국가 부문들에 의한 외교적 이니셔티브로 정의될수 있는데 특히 트랙2 외교는 적대적인 집단이나 국가의 구성원들간의비공식적, 비형식적 상호작용을 포함한다. 트랙2 외교의 성공은 정치적으로 위험한 과업을 해결하기 위해 안전한 환경을 창조하는 트랙2 촉진자의 능력에 고도로 의존한다. 트랙2 촉진자는 조직화된 실체이자 비국가행위자이다. 우리의 주된 초점은 다국적기업, NGO, 박애적인 강력한 힘을 지닌 개인으로서 비범죄적 비국가행위자이다. 이러한 관점에서본 연구는 이러한 트랙2 외교와 비국가행위자에 대한 이론을 활용하여문선명 총재의 통일노력을 조명하고자 하였다. 이를 위해 1991년 11 월 30일부터 12월 7일 사이에 이루어진 문선명 총재와 김일성 주석간합의와 이후 후속 대책을 분석해보았다. 분석 결과 본 논문은 문선명총재의 통일노력을 크게 박애적인 비국가행위자로서의 노력, 트랙2 촉진자로서 정상회담급 합의 도출, 트랙2 외교에 기반한 정경분리형 경제협력으로 분류하여 제시하였다.

영문 초록

During the post-Cold War period, the global community has been confronting security, poverty, human right and environmental destruction. And for the solution of these problems, there has been a proliferation of nongovernmental initiatives in various parts of the world. And the theory of track two of diplomacy and non-state actors is proper theory that can explain these phenomenon. The tracks of diplomacy can be defined as diplomatic initiatives by outside state or non-state parties. Track two diplomacy particularly encompasses unofficial, informal interaction between members of adversarial groups or nations. The success of track two diplomacy is highly dependent on the track two facilitator’s ability to create a safe environment for political risk tasking. Track two facilitator is an organized political actor and non-state actor. Our primary focus was on non-criminal nonstate actors: multinational corporations, NGOs, and philanthropic super-empowered individuals. In this respect, this paper aims to study Presidents Moon Sun-myung' efforts to achieve the unification of the Korean Peninsula as using the theory of track2 of diplomacy and non-state actors. For these purposes, this paper analyzed talks between Presidents Moon Sun-myung and Premier Kim Il-sung from 30 October to 7 December 1991, a joint statement, follow-up measures. As the result of analysis of Presidents Moon' efforts to achieve the unification, this paper present three characteristics: (a)the summit-level agreement as a the track two facilitator: (b)the philanthropic super-empowered individual efforts to achieve the unification: and, finally, (c)the economic cooperation with the North on the basis of its policy for separating politics from economics.
