러시아의 세계화 전략과 대한반도 정책

국문 초록

최근 북한의 4차 핵실험으로 인해 박근혜 대통령이 내세운 대북정책기조인 한반도신뢰프로세스가 현 정부 대북정책의 시험대에 오를 것으로 보인다. 강력하고 포괄적인 제재 추진은 북한이 이른바 핵·경제 병진노선에 따라 핵 프로그램을 계속 진전시키고 있는 만큼 북한이 이 정책을 포기하도록 하는 것이 우리 정부의 목표이나 무엇보다 더 중요한사실은 남북러 경제협렵사업을 통해 남북의 긴장을 완화하고 한국경제의 신성장동력 확보에 중요한 계기가 되기 때문이다. 러시아 푸틴 대통령도 9월에 열린 동방경제포럼에서 “러시아의 자원과 아시아의 기술이조화를 이루어야”한다고 주장하였다. 이는 극동지방의 경제발전 가속화를 위한 협력과 아시아-태평양 지역 국제협력확대를 위한 경제포럼으로블라디보스톡에서 열렸다. 또 다른 모습에서는 국경선을 마주한 인접국으로서의 지정학적 조건과 한반도에 대한 다중적 수준의 국익 그리고동북아 지역에서 전통적 영향력을 확보하고자 함으로 비쳐지기도 하였다. 이러한 가운데 본 글에서 푸틴 정부의 대 한반도 정책 기조와 전략을 그의 세계전략과 동북아 전략의 시계열(時系列) 상에서 고찰한 후, 푸틴의 러시아가 추구하는 한반도 평화체제 구축 구상을 통합적으로 살펴보고, 이를 토대로 러시아를 한반도 평화구도 정착의 건설적 중재자로 유도하는데 요구되는 우리정부의 대응방안을 제시하고자 한다. 최근오일가격 하락이 세계 경제위기 특히 러시아 경제에 크게 미치고 있으며, 이런 현실은 남북러 삼각협력에서 한국의 역할이 보다 중요해졌다는 사실이다. 한국은 이제 단순한 수동적인 방관자에서 벗어나서 주도적으로 남북러 협력을 주도해야 한다. 이를 위해 대북관계를 전향적으로 개선하고 북한과의 실질적인 경제협력을 추진하여야 할 것이다.

영문 초록

President Park Geun-hye’s trust-building process seems to enter into the scrutiny due to the recent occurrence of the 4th nuclear experiment of North Korea. Although North Korea is continually advancing the nuclear program according to a so-called nuclear economics, letting North Korea give up the nuclear policy through initiation of powerful and comprehensive sanctions will serve as important momentum for securing Korea economy’s new growth power, which will ease tension between South Korea and North Korea through South, North Korea and Russian economic cooperation projects. Russian President Putin argues in Eastern Economic Forum in September that “Resources of Russia and technologies of Asia need to harmonize”. The forum was held in Vladivostok as an economic forum aimed at enlargement of international cooperation of Asia-pacific regions and proliferation of economic growth of far eastern region. Another aspect of the forum is seen as a means of securing geopolitical conditions, multiple national interests on the Korean Peninsula, and exercising traditional influence in North East region as adjoining country sharing the border line. After considering strategies toward the Korean Peninsula and those of North East and the World in the aspect of time series, this study will synthetically examine the formation of Korean Peninsula peace building system suggested by President Putin, Russia, and suggest plans for reaction of Korean government that are required to induce Russia as the mediator of constructive peace forming country. Oil price decline has a great effect on the World Economy, especially that of Russia. And this reality talked up the role of Korea within the triangular cooperation that encompasses South, North Korea and Russia. Now Korea has to play a leading role of South, North and Russia Cooperation, escaping from its previous role as a passive bystander. For this, forward looking policy for improvement of relations with North Korea and practical economic cooperation with it are to be implemented.
