국문 초록

본 연구는 현 단계 한반도의 안보지형 분석과 우리의 통일전략에 관한 것이다. 현재 한반도의 안보상황은 그 어느 때보다도 위중한 국면에놓여 있다. 이러한 문제를 다루기 위해서는 북한 및 통일문제에 대한올바른 인식을 가져야 하고 대한민국의 정체성에 대한 투철한 신념체계를 가지고 있어야 한다. 이를 기초하여 현 단계 한반도 안보지형을 분석하면 첫째, 북한정권의 지속적인 도발로 인해 긴장이 고조될 것이고둘째, 과거 냉전시대의 냉전구도가 한반도에 다시 성립될 개연성이 높고 셋째, 이러한 움직임과 동시에 냉전구도를 전면적으로 해체하려고하는 움직임도 활발히 나타나고 있다고 생각된다. 이런 상황에서 우리정부가 해야 할 일은 우선 원칙 있는 대북정책 및 통일전략의 모색이고다음으로는 한미동맹체제의 확고한 구축을 지적할 수 있고 마지막으로내부체제의 정비를 지적할 수 있다. 이상과 같은 현 단계 한반도 안보정세의 분석과 이를 기초한 우리의 대응전략은 우리 정부가 취해야 할최소한도의 정책대안이다. 정부는 이를 기초해서 국민의 지혜와 슬기를모을 수 있는 위기관리체제를 구축해야 한다고 생각한다.

영문 초록

This study is aimed to analyse the present security landscape in the Korean Peninsula and our unification strategy. The present security landscape in the Korean Peninsula is in a critical condition. To manage this problem, we must have the right recognition of North Korea and Reunification problem. And furthermore, we have to keep the belief-system on our korea’s identity. On this, the analysis on the present security landscape in the Korean Peninsula is as follows. First, I think that the tension in the Korean Peninsula is growing due to continuous provocation of North Korea’s regime. Second, the chance is high that the composition of past cold war age is formed. Third, I think that the action to settle the structure of cold war appear actively. Under this situation, the task of our government is as follows. First, our government must seek for principled policy of North Korea and unification strategy. Second, I indicates the concrete Korean-American alliance system as our government’s policy of North Korea and unification strategy. Finally, It needs the establishment of inner system. On this point, I think that our government must found the system of the crisis administration with the people’s wisdom
