국문 초록

본 연구의 목적은 동북아 지역의 협력과 평화를 위한 창의적 방안을제시하고자 한다. 한·중·일을 중심으로 하는 동북아 지역은 북미 및 유럽연합(EU) 경제권과 함께 세계 3대 경제권으로 성장하였으며, 현재에도 지역내 경제적 상호성이 확대되고 있는 역동적인 지역이다. 반면안보적 측면에서는 과거사 및 영토문제 등으로 갈등 수위가 높아지는역설적인 현상이 나타나고 있다. 여기에 북한의 핵실험은 동북아의 냉전적 요인을 강화하고 있다. 이러한 이중적 동북아 성격을 협력과 평화의 공간으로 전환할 수 있는 방법론으로 유라시아 철도사업과 한·일 해저터널사업을 제안하고자 한다. 경제평화차원에서 국가 간 경제적 협력은 전쟁의 위험을 감소시키며, 평화를 확대할 수 있다. 국가 이익을 위한 협력은 평화를 더욱 쉽게 조성할 수 있을 것이다. 이러한 논리를 바탕으로 현재의 동북아 지역의 이중적 속성을 제거할 수 있는 방안은 경제적 협력을 활용하는 것이 중요하다. 미래 동북아를 위한 창조적 대안으로, 경제적 상호성의 강화를 위해, 남북한의 안보적 대결상황을 해소하기 위해, 즉 동북아의 창조적 협력과 평화를 위해 유라시아 이니셔티브(유라시아 철도)와 한·일 해저터널을 활용할 수 있을 것이다. 새로운창조를 위해서는 기존의 관성을 버리는 것이 중요하다. 유라시아 철도사업은 남·북·중·러 간의 연결을 의미한다. 한일해저터널 사업은 한·일간의 연결이지만, 유라시아와의 연결을 의미한다. 국가 간 점의 연결에서 경제적 선의 연결고리를 구축하는 것이다. 이는 새로운 협력과 이를통한 평화 동력을 창출하는 과정으로 인식할 수 있을 것이다

영문 초록

This research is intended to suggest a creative way for the cooperation and peace in the Northeast Asian region. The Northeast Asia including the Republic of Korea, the People's Republic of China and Japan, a dynamic region expanding its economic influence up to the present, is considered one of three major global economic blocs together with North America and EU. On the other hand, when it comes to security matters, a paradoxical phenomenon appears as conflicts rise among the countries in the region because of historical and territorial issues. Besides, the nuclear test of the Democratic Peoples' Republic of Korea consolidates cold war factors in the Northeast Asian region. As a way to convert this dual Northeast Asian characteristic into a space of cooperation and peace, this study proposes Eurasia railway enterprise and Korea-Japan undersea tunnel construction. Considering economical peace, mutual economic cooperation among nations in the region will reduce the risk of war and spread peace. Cooperation for the national interest helps create a peaceful state more easily. On the basis of this thesis, economic cooperation emerges as a vital means to eliminate dual attributes in the present Northeast Asia. As a creative alternative for the future of Northeast Asia to strengthen economic reciprocality and resolve military confrontations in inter-Korea relations, that is, for the sake of Northeast Asia's creative cooperation and peace, this research suggests Eurasia Initiative and an undersea tunnel between Korea and Japan. It is significant to discard established inertia for the new creation. Eurasia railway enterprise is intended to connect two Koreas, China and Russia. Korea-Japan undersea tunnel connects two nations, but it also means a further connection of Europe and Asia. These may be recognized as a process to create new cooperation and energy for peace through it.
