국문 초록

유엔 안전보장이사회는 북한의 4차 핵실험과 광명성4호 발사에 대한대응으로 역대 가장 강력한 수준의 대북 제재 결의안 2270호를 채택했다. 이해관계가 엇갈리는 미·러·중·일을 포함해서 안보리 15개 이사국이 만장일치로 결의안을 통과시켰다. 여기에는 몇 가지 주요 요인들이작용했다. 북한의 핵보유국 추구(기인요인), 북한의 핵보유국 선언과인정 요청(유발요인), 남한은 물론 미 본토에 대한 핵 타격 위협과 국제사회의 비핵화지지(정당화요인), 그리고 허용요인으로서 미국은 북한핵문제에 집중할 수 있을 만큼 현재 다른 국제적 우선 안보 과제가 없다는 점, 중국은 북한의 지속적인 한반도 긴장 조성에 부담감을 느끼게되었으며 또한 실질적인 세계 강대국 추구를 위해서는 보편 가치를 중시하는 국가라는 이미지가 중요하다는 점 등이 작용했다. 그러나 대북제재는 수단이지 목표가 아니다. 목표는 북한의 비핵화와 한반도의 안정이다. 따라서 제재가 특정 수준으로 효과를 발휘하면, 이 근본 목표를 이끌어낼 보완 대책이 필요하다. 북한의 비핵화와 함께 북한의 체제안전과 경제 발전을 담보하는 국제적 합의체를 제안, 추진해야한다.

영문 초록

UN Security Council unanimously adopted the 'resolution 2270' condemning in the strongest terms the nuclear test conducted by North Korea. Some major factors made this adoption possible despite the conflicting interests the four major powers--US, China, Russia, and Japan--have on Korean Peninsula. The factors include North Korea's desire of becoming a nuclear power (a causal factor), its declaration as a nuclear state (a triggering factor), its threat of using nuclear weapons even against the US (a justifying factor). Finally, the permissive factor is that the US has no security issue more urgent than North Korea's on-going nuclear tests and that China desires to establish itself as a real superpower through the pursuit of universal values like non-nuclear proliferation. However, the sanctions of the resolution 2270 is merely a tool to achieve the end of denuclearization of the Korean Peninsula and of safeguarding peace and stability on it. Therefore, once the sanctions show signs of success, South Korea must propose a body of where the relevant countries discuss and reach an agreement on denuclearization of the Korean Peninsula as well as the regime survival and economic development of North Korea
