국문 초록

북핵문제는 곧 통일문제이기도 하다. 북핵문제가 순조로이 해결되면그것은 곧 우리가 추구하는 자유민주적 기본질서에 입각한 평화적 통일에 이르게 될 것이지만, 북한이 핵보유국이 되는 경우는 통일의 실현이불가능하거나 ‘북한식 흡수통일’로 귀결될는지도 모를 일이다. 아마도북한이 핵무기를 실전배치하게 된다면, 한국은 심각한 안보위기에 처하게 될 것이며, 동북아 안보질서는 요동을 치게 될 것이다. 이러한 상황에서 우리가 추구하는 자유민주적 기본질서에 입각한 평화통일의 길은더욱 멀어지고 말 것이다. 북한이 사실상 핵 능력을 갖게 된 상황에서한국은 북핵을 머리에 이고 있는 거나 다를 바 없다. 이는 한국이 상시적으로 ‘핵 공포’에 시달려야 한다는 것을 의미한다. 만약 핵무기를 가진 북한에게 미·북 평화협정 체결까지 허용하게 된다면 우리의 안보는풍전등화의 위기에 처하고 말 것이다. 이러한 상황을 피하고 우리가 원하는 자유민주적 평화통일을 성취하기 위해서는 반드시 북한의 비핵화를 이루어내고 북한이 진정한 개혁·개방으로 나와 체제 변화에 나서도록 해야 한다. 따라서 우리로서는 적극적인 통일외교의 전개를 통해 국제사회가 북한의 핵보유국 지위 인정을 결코 허용하지 않도록 유도하는한편, 반드시 북핵 폐기를 실현해 내어야 할 것이다.

영문 초록

The North Korean nuclear issue is also a problem of reunification in the Korean Peninsula. If the North Korean nuclear issue is resolved smoothly, it will lead in a peaceful unification, based on the free and democratic basic order. However, if North Korea become a nuclear power, the reunification of the Korean peninsula will not happen or ‘North Korean-style reunification by absorption’ might come true. Perhaps, if the North Korea deploys nuclear weapons in battle formation, South Korea will suffer a serious security crisis, and Northeast Asian security order will be greatly shaken. In this situation, the road of peaceful reunification, based on the free and democratic basic order, which we are seeking, will be more distant. In a situation where North Korea has, in fact, a nuclear capability, it seems that South Korea has nuclear weapons on its head. This means that Korea is bothered, constantly, by ‘nuclear terror.’ If US-North peace treaty is allowed to North Korea which has nuclear weapons, our security will be largely threatened. In order to avoid this situation and to achieve peaceful reunification, based on the free and democratic basic order, we must realize the denuclearization of North Korea, and we have to make him embark on reform and opening, and then regime change. Therefore, through the active diplomacy for reunification, we must induce the international community not to allow North Korea to recognize the status of a nuclear state, and we will have to necessarily achieve the total destruction of North Korea's nuclear weapons.
