4차 핵실험 이후 북핵문제의 전개와 국제사회의 대응

국문 초록

북한은 지난 1월 4차 핵실험을, 2월에는 인공위성 발사를 명분한 장거리 로켓을 발사했다. 이에 대해 한국 정부는 대북방송 재개와 개성공단 가동중단이라는 강력한 대응을 했다. 유엔 대북제재도 이전보다 훨씬 강화된 <대북제재 2270호>로 역대 가장 강력한 대북제재를 발표했다. 중국과 러시아도 북한의 장거리 로켓 발사 이후에는 태도를 바꾸어유엔의 제재에 적극 참여하면서 국제사회의 대북공조는 한층 더 촘촘해졌다. 뿐만 아니라 각국의 독자적인 대북제재에 있어서도 미국은 상·하원이 <대북제제이행법안>을 압도적으로 통과시키고 오바마 대통령이 이를 <행정명령>으로 독자적인 대북제재를 더욱 강화시켰으며 중국, 러시아와 EU 등 다른 국가들도 독자적인 대북제재 조치이행에 나서고 있다. 그러나 북핵문제 해법을 둘러싸고 북한을 제외한 동북아 관련 국가들 사이에 특히, 미국과 중국 사이에 인식의 차이를 보이고 있으며 작년까지 최고조에 이르렀던 한중관계에도 균열점을 보이고 있다. 군사안보적 측면에서도 북한이 수소탄이라고 주장하는 4차 핵실험을 통해 나타난 북한의 핵능력과 장거리 미사일 개발능력의 고도화 정도에 대한평가문제와 이에 대한 군사안보적 대응방법을 둘러싸고 대립이 형성되고 특히, 사드의 한국 내 배치를 둘러싼 미중, 한중 간, 한국 내 안보갈등이 발생하고 있다. 북핵문제의 평화적 해법에 있어서도 북한의 비핵화를 요구하는 한·미·일의 입장과 선 대화를 주장하는 중국과 러시아가 입장을 달리하고 있다. 이런 상황에서 북한의 핵공격을 방어할 수있는 우리의 대응체계로는 한국형 미사일 방어체계와 킬 체인의 조속한구축, 한국 내 사드 배치, 유사시 북한을 선제 타격하는 한미 간 확장억지전략 등이 있다. 그러나 한국 사회 내부와 국민적 차원에서 가중중요한 대응은 국제사회의 북한 핵개발에 대한 공동 대응을 적극 후원하고 궁극적으로는 북한주민들을 자유민주주의로 해방시키는데 앞장서는 것이다.

영문 초록

North Korea was test the fourth nuclear test in January 6 and launched a long-range rocket in February 7. South Korea has a resolution of resume broadcasting to North Korea in February 6 and declared shutdown of Kaesong Industrial Complex in February 10. UN Security Council comprised the sanctions of to North Korea which enhanced than before. China and Russia also out of the lukewarm attitude while becoming actively involved with the United Nations sanctions, more tighter cooperation of the international community on North Korea. As well as the United States has passed the of the Houses of Congress and President Obama to trigger and to further strengthen the implementation of its own sanctions against North Korea. In addition to, several countries have ventured own sanctions on North Korea including China and Russia. These recent situation of Korean Peninsular centered international environment and the security situation make North Korea to resist the international sanctions by more assertive attitudes in military experiments of nuclear and missile capabilities. So, South Korea's options to North Korea's threat are strength the military security means such as, Kill Chain, KAMD, THADD and TTX. Also, civilian society in South Korea support the international cooperation in sanctions to North Korea and try to The North Korea's political regime change from dictatorship of supreme leader to the more liberalized society.
