사드문제의 구성주의적 해법

국문 초록

사드 배치를 둘러싼 논란과 분열은 동북아 지역의 냉전적 구도를 재현시키고 있다. 이는 북핵문제 해결을 가로막는 구조적 요인으로 관련국가들의 일치된 노력을 저해하여 해결과정에 장애가 될 수 있다. 하지만, 사드 배치 문제를 잘 해결한다면 소통과 협력의 계기로 작용하여북핵문제 해결에 중요한 계기가 될 수 있다. 지금의 구조적 대립은 사드에 대한 고정적 선입견과 냉전기 경험에 근거한 현실주의적 사고에기인한 바 크므로 문제해결에 구성주의적 접근이 유용할 수 있다. 구성주의적 접근은 환경의 변화 즉 맥락에 따른 정체성의 사회적 구성에 주목한다. 특정한 정체성을 갖는다는 것은 정체성과 관련된 규범을 준수하는 것으로 규범에 비추어 적합한 행동을 한다는 것을 뜻한다. MD정책도 시기마다 성격이 다르다. 사드 역시 미국의 MD체제에 특화된 고정적 정체성을 갖는 것이 아니고 맥락에 따라 상이한 정체성을 갖는다. 한반도 사드는 북핵문제 해결 시 철회가능한 한시적 정체성을 갖는다. 정체성에 부합하는 ‘적합성 논리’에 의해 동북아 전략균형을 고려해야한다는 것이다. 이러한 관행의 축적과 일상화는 동북아 평화정착에 중요한 학습효과를 제공할 것이다.

영문 초록

The controversy surrounding the THAAD deployment is reproducing the Cold War framework in Northeast Asia. This disintegration is a structural factor that hinders the resolution of the North Korean(NK) nuclear issue and may hamper the efforts of the relevant nations to deal with the NK nuclear issue. However, if the THAAD deployment problem is solved well, it will serve as an opportunity for resolving the NK nuclear issue. A constructivist approach is useful for solving a THAAD problem because the present confrontation is due to the fixed prejudice and the realistic thinking based on the Cold War experience. The constructivist approach focuses on the social composition of identity due to changes in the environment. Having a specific identity implies compliance with the norms associated with identity, and that it does so in the light of norms. THAAD does not have a fixed identity specific to the US MD system, but has a temporary identity that can be withdrawn when the North Korean nuclear issue is solved. So, we must consider the strategic balance of Northeast Asia according to the 'logic of appropriateness' in line with the identity. These practices will provide the important learning effect in settling the peace of the Northeast Asia.
