국문 초록

2018 남북정상회담은 이전의 두 정상회담과 어떻게 다른가? 북한이합의한 비핵화가 기대와 우려의 어느 방향으로 향할 것인가? 첫째, 점증하는 대내외 위기 속에서의 김정은 위원장의 권력유지, 미국의 패권추구, 트럼프 대통령의 재선을 향한 권력 추구, 이 권력 요인들이 이번회담과 북미정상회담에 작용했다. 이전의 경우, 김정일 위원장의 권력유지에 큰 위협이 없었고, 미국이 주도한 제재들이 실질적이지 못했으며, 대북 군사 위협도 없었다. 즉, 2018 남북정상회담에는 권력 요인이 강하게 작용하고 있다는 점이 특성이다. 둘째, 이번의 비핵화 합의는, 권력 요인의 작용으로, 이전의 상징적 합의와 달리, 실천적 행동유발의 가능성이 상대적으로 높다. 물론, 그 실현 과정은 길고 지루하다. 부가 조처들, 더 강한 무력 사용 카드가 필요할 수도 있다. 그럼에도, 한국에서 진보 정권이, 미국에서 트럼프 대통령이 재집권에 실패하지 않으면, 제네바합의 때처럼 사반세기가 허비될 가능성은 적다. 권력요인이 작용하고 있기 때문이다.

영문 초록

What are the differences between the 2018 Inter-Korean Summits and the prior two summit meetings in 2000 and 2007? Can we have an positive expectation on the on-going process of denuclearization? Concerning the former question, what should be noted is the fact that the factors of the pursuit of power were influencing on the 2018 Summits, which include 1) Kim Jong-un wants to maintain his power as North Korean leader in the circumstances of growing crisis both home and abroad; 2) the US wants to maintain its hegemony in Northeast Asia; 3) President Trump wants to be reelected as next president in 2020. Unlike this, there were not any significant influence of ‘power’ factors in the case of the prior two Summits. Secondary, in the view of the Power theory, the 2018 agreement on denuclearization has relatively the more possibility of realization than in 2000 or 2007 cases. This is because of the influence of ‘power’ factors on it. It is needless to say that most diplomatic agreements have long and complex processes to be realized. For the real denuclearization in North Korea, additional strong sanctions or even the cards of using military forces might be needed. However, the 2018 agreement seems not to repeat the failure of the Agreed Framework of 1994, where almost a quarter century was lost.
