“핵무력 완성” 이후 북한의 한미동맹 무력화 전략

국문 초록

본 논문은 국가 핵무력을 완성한 북한이 추구하고 있는 핵심적 활동은 한미동맹을 무력화하는 것이라는 인식을 바탕으로 북한의 최소억제전략과 종전선언 요구의 진의를 분석하려는 목적으로 작성되었다. 이를위하여 북한의 대남전략과 한미동맹 무력화가 어떻게 연결되는지를 설명하고, 이어서 북한이 이면적으로 추구하는 바를 분석하였다. 분석의 결과 북한은 미국이 남한을 포기한다면 그들의 숙원인 ‘전 한반도 공산화 통일’은 쉽게 달성될 수 있다는 인식 하에 첫째는 핵무기를 활용하여 미 본토의 주요 도시를 타격하겠다고 위협하고, 둘째는 종전선언을 통하여 6.25전쟁이 종식되었다는 것을 공식화함으로써 주한미군 철수 나아가 한미동맹 무력화를 추진하고 있다고 분석하였다. 이제 한국은 ‘전 한반도 공산화 통일’이라는 북한의 대남전략 목표가 불변이라는 인식하에 한미동맹을 최우선으로 강화하고, 북한의 핵위협에 대한 억제 및 방어태세를 완비하며, 국민들도 북한의 술책을 명확하게 이해하고 대응할 수 있어야 한다.

영문 초록

This paper is written to analyze the North Korean minimum deterrence strategy against the US by using its nuclear weapons and a declaration of the end of the Korean War as diplomatic initiatives. These are the two important components of the North Korean grand strategy to decouple South Korea-US alliance for its final goal to communize the whole Korean Peninsula. For this purpose, it introduces the North Korean strategy for the decoupling and withdrawal of the US forces in Korea. North Korea has thought that it could reunite South Korea easily once the US leaves South Korea. For this purpose, it could threaten to attack a few cities in the mainland US and demand the declaration of the end of the Korean War in order to compel the US to abandon South Korea. In this sense, South Korea should recognize this North Korean grand strategy, strengthen its alliance with the US as a top national agenda and reinforce its nuclear deterrence and defense posture. South Korean people should understand risks of a peace treaty and the declaration of the end of the Korean War.
