수출기업의 내부역량과 FTA 원산지검증 요청빈도 간의 관계에 관한 실증연구

국문 초록

FTA 협정에서 원산지 증명이 충분하지 못할 때 체약국으로부터 원산지 검증을 요청받게 되는데, FTA 협정 및 활용의 증가로 원산지 검증요청 빈도가 증가하고 있다. 이러한 원산지 검증은 수출기업 특히 중소기업의 경우에 많은 부담으로 작용한다. 본 연구는 경영층의 FTA 지원, 전문인력의 수출경험, 원산지 전담부서의 운영 및 교육, 원산지 검증 대비능력과 같은 기업의 내부역량과 원산지 검증요청 빈도와의 관계를 검증하기 위해 FTA 활용하는 우리나라 수출기업을 대상으로 수집한 설문지 384건을 이용하여 실증분석을 실시하였다. 분석결과, 전문인력의 수출경험과 원산지 전담부서의 운영 및 교육은 원산지 검증요청의 빈도를 하락시키는 것으로 판정되어 두 가설은 채택되었다. 따라서 전문인력의 수출경험과 원산지 전담부서의 운영 및 원산지 교육이 원산지 검증 요청빈도를 줄일 수 있는 수출기업의 중요한 내부역량이라는 점을 시사한다.

영문 초록

The increase of the FTA concluded increased the share of trade, but also increased the demand for verification of origin. The verification of origin is conducted for the purpose of prevention of bypass import of third domestic products and prevention of customs tariffs on exported goods. The purpose of this study is to investigate the relationship between the FTA support of the management team, the export experience of the professional manpower, the operation and education of the departments of origin, and the frequency of requesting the verification of origin. A total of 384 questionnaires were used for empirical analysis. The experience of exporting the skilled workforce and the operation and education of the departments responsible for the origin are determined to have a negative impact on the frequency of request for origin verification, and both hypotheses were adopted. However, the FTA support of the management and the ability to prepare for origin verification did not affect the frequency of request for country of origin verification, and both hypotheses were rejected.
