국문 초록

자치경찰제 시행 이후 많은 쟁점들이 있어 왔으며, 가장 중요한 쟁점의 하나는 자치경찰제 시행 이전 이후 경찰의 자치경찰 사무에 대한 선호도에 대한 이슈였다. 이는 자치경찰제의 시행이 민주성과 시민중심의 치안서비스 제공이라는 두 가지 핵심 목표에 있어서 그 중요성이 더 커지고 있다. 자치경찰 사무에 대한 선호도가 낮은 상태로 임무를 수행하는 경찰은 시민에게 제공되는 치안서비스의 질을 낮출뿐만 아니라 업무의 역량에도 큰 영향을 미칠 수 있기 때문이다. 이 연구에서는 자치경찰제 시행 이후 자치경찰사무 선호도에 영향을 주는 요인을 자치경찰위원회의 역할에 있다고 보고 이에 대한 실증적인 검증을 시도하고자 했다. 분석결과 자치경찰위원회의 민주성과 내부운영이 높다고 인식할수록 경찰의 자치경찰사무 선호도가 높아지는데 유의미한 영향을 미친다는 결론이다. 이러한 자치경찰위원회의 역할이 자치경찰사무 선호도에 영향을 미친다는 가정의 모델의 설명력은 32.3%로 매우 높은 모델설명력을 갖고 있으며, 자치경찰위원회의 역할이 경찰의 자치경찰사무 선호도에 매우 중요한 부분임을 실증할 수 있었다. 이러한 결과를 바탕으로 자치단체장 및 자치단체와의 유기적인 협력 및 내부 운영을 위한 조례제정의 통합적 시도, 경찰신뢰 및 국가경찰로서의 인식 탈피 등의 제언을 시도했다.

영문 초록

There have been many issues since the implementation of the autonomous police system, and one of the most important issues was the issue of the police s preference for the work of the autonomous police after the implementation of the autonomous police system. The importance of the implementation of the self-governing police system is growing in terms of two key goals: democracy and citizen-centered security services. This is because the police, who perform their duties with a low preference for autonomous police work, may not only lower the quality of public security services provided to citizens, but also greatly affect the work capacity. In this study, after the implementation of the self-governing police system, the factors affecting the preference of the self-governing police were considered to be in the role of the self-governing police committee, and an empirical verification was attempted. As a result of the analysis, it is concluded that the higher the recognition of the high level of democracy and internal operation of the autonomous police committee, the more significant it is that the preference for the autonomous police work of the police increases. The model explanatory power of the assumption that the role of the autonomous police committee affects the preference of autonomous police officers is 32.3%, which has a very high model explanatory power. Therefore, it was possible to prove that the role of the autonomous police committee is a very important part in the police s preference for the autonomous police work. Based on these results, an integrated attempt to enact ordinances for organic cooperation and internal operation with the heads of local governments and local governments, and proposals for budget and work systems were attempted.
