국회의원 준연동형 비례대표 선거제도 개선방안

국문 초록

본 연구는 21대 총선에서 처음 적용된 준연동형 비례대표제도에 대한 평가를 통해 선거제도 개선방안을 제안한다. 21대 총선에는 준연동형 비례선거제도는 비례 위성정당의 출현과 비례의석을 목적으로 한 비례정당의 무분별한 확산을 초래했지만, 본 연구에서는 준연동형 비례선거제도가 군소정당의 국회 진입 가능성은 높였다고 분석하였다. 이 연구결과를 토대로 선거제도 개선과 공직선거법 법률안 개정안을 제안한다. 첫째, 100% 연동형 비례선거제도의 도입을 고려할 필요성이 있다. 둘째, 연동형 비례선거제도의 효과를 높이기 위해서는 결국 국회의원 수를 증원해야 하지만, 현 국회의원 총 의석수(300석)를 토대로 지역구와 비례대표의 비율을 2:1 또는 3:1비율로 조정할 필요가 있다. 셋째, 거대 여야 정당의 비례 위성정당의 출현을 억제하고, 비례의원만을 목적으로 한 비례정당의 난립을 막기 위해 두 가지 공직선거법 개정안(신설)을 제안한다.

영문 초록

This study is improve the election system in the future by evaluating the quasi-mixed proportional Representation system in the 21st general election. In the 21st general election, it is evaluated that the quasi-mixed proportional Representation system led to the emergence of satellite proportional parties and the spread of proportional parties for the purpose of proportional seats. However, this study analyzes the quasi-mixed proportional Representation system increased the possibility of small political parties entering the National Assembly. So, we propose an improvement the election system and amendment to the Public Official Election Act based on the results of this study. First, it is necessary to introduce a 100% linked proportional Representation system. Second, in order to enhance the effectiveness of the interlocking proportional election system, it is necessary to adjust the ratio of constituencies and proportional representatives to 2:1 or 3:1. Third, we propose an amendments to the Public Official Election Act in order to suppress the emergence of proportional satellite parties.
