국문 초록

북한은 6.25 전쟁 이후 핵무기 개발을 시도하여 여섯 차례의 핵실험을 실시하였으며, 특히 김정은 정권에서는 네 차례의 핵실험을 통해 2018년 핵 무력 국가를 공식적으로 선언하였다. 또한, 핵무기 투발 수단인 미사일 성능은 미국 본토까지 위협할 수 있는 대륙간 탄도미사일을 시험발사 하였으며, 2022년에도 현재까지 11차례의 미사일 도발을 자행하였다. 하지만 북한의 핵 위협 및 미사일 도발에 대한 한국의 억제 및 대응전략은 지나치게 수세적이며 희망적 사고에 젖어 있다. 따라서 북핵 위협에 거부적 억제를 위한 군사적 측면에서의 ‘Soft-kill 개념’과 명백한 핵 도발 징후 임박 시에는 자위권 차원의 선제타격을 할 수 있는 ‘Hard-kill 개념’을 동시에 적용하여 상호 보완하는 대응능력을 구비하여야 한다. 또한, 북한의 핵무기 사용 억제를 위해 한반도에 전술핵무기 재배치를 신중히 검토해야한다. 그럼에도 북한이 핵미사일을 발사한다면 목표물에 도달하기 전에 종말단계에서 상층-중층-하층 방어가 가능한 다중요격체계의 한국형 미사일 방어체계를 구축하여야 한다.

영문 초록

After the Korean War, North Korea attempted to develop nuclear weapons and conducted six nuclear tests, especially the Kim Jong-un regime officially declared a nuclear-armed state in 2018 through four nuclear tests. In addition, missile performance, a means of launching nuclear weapons, has test-fired intercontinental ballistic missiles that could threaten the U.S. mainland, and has carried out nine missile provocations so far in 2022. However, South Korea s deterrence and response strategy to North Korea s nuclear threats and missile provocations is overly defensive and immersed in hopeful thinking. Therefore, the soft-kill concept in military terms to suppress the North Korean nuclear threat and the hard-kill concept that can preemptively strike at the level of self-defense should be applied at the same time to complement each other. In addition, the relocation of tactical nuclear weapons on the Korean Peninsula should be carefully considered to curb North Korea s use of nuclear weapons. Nevertheless, if North Korea fires a nuclear missile, it is necessary to establish a multi-intercept system capable of upper-middle-lower-level defense at the end of the year before reaching the target.
