수출 중소기업의 원산지인증수출자 취득효과 검증 및 제도 개선방안에 관한 연구

국문 초록

수출 기업의 제품 경쟁력 확보를 위한 FTA 활용률이 높아져 왔지만, 원산지증명서 발급을 위한 다양한 서류를 구비하는데 발생하는 시간과 비용으로 인해 중소기업은 FTA 활용에 어려움을 겪고 있다. 이를 지원하기 위해 세관에서는 2008년부터 원산지증명 능력이 있다고 인증된 수출자에게 원산지증명서 발급권한 또는 첨부서류 제출 간소화 혜택을 부여하는 원산지인증수출자 제도를 실시하였다. 이러한 원산지인증수출자 취득업체가 확대되면서, 최근에는 제도 관리 및 사후검증의 문제가 대두되고 있다. 따라서 본 연구는 경산상공회의소의 원산지증명발급 데이터를 활용하여 원산지인증수출자 제도의 도입 전후 원산지 증명서 발급 반려율을 비교하여 원산지인증수출자 제도 효과의 유의성을 분석하고, 이에 대한 관련 기업의 심층인터뷰도 진행하여 양적연구와 질적연구를 동시에 진행하고자 한다. 연구 결과, 원산지증명서 발급신청 반려울을 인증업체보다 미인증업체가 높다는 것이 통계적으로 유의하여 원산지인증수출자 자격 취득 유무에 따른 반려율에 유의미한 차이가 존재한다는 결과가 도출되었다. 심층 인터뷰를 통한 질적연구로는 실무자들의 제도에 대한 이해도, 제도 관리의 필요성과 관련 애로사항을 도출하였다.

영문 초록

Although the utilization rate of FTA to secure the product competitiveness of exporting companies has increased, SMEs are having a difficulty in using FTAs due to the time and cost of preparing various documents necessary to issue certificates of origin for the application of preferential tariffs. To support these problems, Korea Customs Service has implemented approved exporter system since 2008 that grants the right to issue a certificate of origin or the benefit of simplifying the submission of documents to exporters who have proved their ability to certify origin. With the expansion of companies acquiring approved exporters, problems of management and post-verification have recently emerged. Therefore, this study aims to investigates the approved exporter system’s effectiveness by comparing the rejection rate of issuance of certificates of origin before and after the introduction of the system using the data from the Gyeongsan Chamber of Commerce and Industry. It also conducts in-depth interviews on with related companies. As a result, it was found that the rejection rate of application for issuance of certificates of origin is higher for uncertified companies than certified companies. There was a difference in the rejection rate depending on whether or not the approved exporter was qualified. This study may provide valuable implications for policy makers for effective trade policy.
