정치적 친밀도가 반덤핑 조치에 미치는 영향 분석

국문 초록

중국은 WTO 가입 이후 미국과 EU에 막대한 무역흑자를 달성하여 심각한 무역 불균형을 초래하였고, 이로 인해 양국 간 무역마찰도 증가하고 있다. 코로나-19 사태로 인한 경기침체 극복을 위해 각국은 자국 산업 보호를 위한 수단을 무역구제 조치를 활발히 적용하고 있다. 이에 본 논문에서는 미국, 호주, 한국, 인도, 파키스탄, 일본, 인도네시아, 베트남 등 주요 8개 국가의 중국산 제품에 대한 반덤핑조치와 관련하여 경제요인뿐만 아니라 중국과의 정치관계가 반덤핑조치에 미치는 영향을 다각적으로 분석하였다. 1980년부터 2019년까지 중국과 정치 관계지수, 각국의 수입침투도, 실업률, 실질 GDP 성장률을 주요 변수로 사용하고, 중국의 WTO 가입 여부와 각국의 공자학원 설립 여부를 더미 변수로 실증분석을 하였다. 실증분석 결과 중국과의 정치 관계가 호전되면 중국산 제품에 대한 각국의 반덤핑 조치가 현저하게 낮아지는 것으로 나타났다. 중국 지도자 별로 정치 관계를 구분하여 분석한 결과, 후진타오 집권 때보다는 시진핑 집권 시 각국의 중국산 제품에 대한 반덤핑 조치가 증가했음을 알 수 있다. 이는 시진핑 정권이 경제적 실리를 추구하기보다는 세계패권 경쟁을 추구하는 강경한 정치외교 전략으로 미국 등과 경제적 갈등이 증가했다는 점을 방증한다. 호주, 인도 등 개별국가별 결과를 살펴보면 중국이 필요한 중간재 혹은 원자재로 공급자로서 중국과의 정치 관계 친밀도와 관계없이 반덤핑 조치를 하는 것으로 조사되었다.

영문 초록

Since China joined the WTO, it has achieved a huge trade surplus with the US and the EU, resulting in a serious trade imbalance, which is also increasing trade friction between the two countries. In order to overcome the economic downturn caused by the COVID-19 crisis, countries are actively applying trade remedy measures to protect their industries. Therefore, this paper analyzed the effects of political relations with China as well as economic factors on anti-dumping measures for Chinese products in eight major trading partners, including the United States, Australia, Korea, India, Pakistan, Japan, Indonesia, and Vietnam. From 1980 to 2019, China s political relations index, each country s import penetration, unemployment rate, and real GDP growth rate were employed as independent variables, and empirical analysis was conducted, adding on dummy variables of WTO join and established Confucius Academy in each countries. As a result of empirical analysis, if political relations with China improve, anti-dumping measures by each country on Chinese products will be significantly lowered, and the establishment of a public institution will promote cultural exchanges with China. As a result of analyzing political relations by Chinese leaders, it can be seen that each country s anti-dumping measures against Chinese products increased during Xi Jinping s administration than during Hu Jintao s. This proves that economic conflicts with the U.S. and others have increased due to the tough political and diplomatic strategy of pursuing global hegemony competition rather than pursuing economic practicality.
