경찰 재난대비 대응력 강화방안에 관한 연구

국문 초록

경찰은 재난이 발생하는 경우 수반되는 일련의 사회 혼란을 수습하고 인명구조, 범죄예방, 재난복구 지원 등 다양한 업무를 수행한다. 재난의 특성상 피해 대상이 구별되지 않고 침수, 정전으로 인하여 경찰조직 운영의 근간이 되는 순찰차 운영, 무전통신망 사용이 중단되는 경우 그 역할을 제대로 수행할 수 없게 되고 그 피해는 고스란히 국민에게 돌아가는 만큼 경찰은 실제 재난대비 업무를 담당하는 현장경찰관의 의사결정능력 향상 및 이를 위한 철저한 교육·훈련이 절실한 상황이다. 이 연구에서는 우리나라 경찰이 재난 발생 시 취하여야 하는 행동 요령을 담은 일련의 매뉴얼 작성·운영 및 재난대비훈련 실태를 분석하였다. 분석 결과, 경찰은 일선 현장경찰관들이 재난 발생 시 따라야 하는 현장조치 행동매뉴얼을 마련하고 있지 않으며, 재난대비훈련 역시 지엽적이고 형식적인 수준에 그치는 것으로 나타났다. 이러한 배경에서 이 연구는 전남경찰청과의 협업을 통해 전남경찰청 산하 21개 경찰서가 풍수해, 지진, 산사태, 산불, 유해화학물질유출사고 등 5대 주요 재난 관련 현장조치 행동매뉴얼을 마련하도록 하고 이를 바탕으로 전남경찰청 산하 모든 경찰서가 참가하는 도상훈련인 가칭 ‘동백훈련’을 제안하였다. ‘동백훈련’은 현재 경찰 재난대비 실무상의 공백으로 남아 있는 현장조치 행동매뉴얼을 경찰서 단위에서 관할 내 취약지 분석을 바탕으로 직접 마련하게 하고 주요 재난 상황에 훈련을 통해 적용해 봄으로써 그 문제점을 수정, 보완하는 기회를 제공하여 경찰의 재난대비 대응력을 높일 수 있을 것으로 기대된다. 또한 ‘동백훈련’은 기존 지엽적이고 형식적이었던 세미나 위주의 재난대비훈련에서 탈피하여 가상 실시간 기상정보 및 경찰서별 위기 상황을 활용하여 전남경찰청 산하 21개 경찰서가 전부 참여하는 도상훈련으로서 훈련 전후 세미나와 기관장 주관 워크숍 개최, 외부 훈련평가단 운영을 포함하고 있어 훈련의 긴장감을 높일 수 있을 것으로 예상된다. ‘동백훈련’은 향후 훈련 참가 경찰관 및 참여 관계기관을 확대하고 모의훈련 결과와 실제 재난 상황을 통해 초동조치 매뉴얼을 정비해 나감으로써 경찰의 재난대비 대응력 향상에 이바지할 것으로 기대된다.

영문 초록

Police roles in responding to disasters include being first responders, providing for the safety and security of the district they serve, and rendering aids in the recovery process. As witnessed in the Hurricane Katrina incident, law enforcement agencies can be understaffed and overwhelmed when natural disaster disables police mobility and radio systems, which, in turn, can imperil the entire community. Police responsibilities have broadened to enhance preparedness and maintain professional competence for responding to catastrophic disasters. Therefore, functional law enforcement agencies not only equip themselves with a seriously designed disaster plan but train their officers with respect to implementing the plan. The current study attempted to evaluate the estate of Korean National Police disaster preparedness within the context of disaster management operations manual and disaster response drills. Upon analysis, the present study found that the Korean National Police Agency has failed to redact field action operation manuals and its training programs are perfunctory and ineffective. In this regard, the current study, in collaboration with Jeonnam Provincial Police Agency, Korea, proposed to hold a disaster management simulation drill, so-called ‘Dongbaik(camellia) drill,’ where a total of 21 police stations under the Agency prepare for their own field action operation manuals for storm and flood damage, earthquakes, landslides, forest fires, as well as chemical hazards emergency. Furthermore, the ‘Dongbaik drill’ where all police stations in Jeonnam Provincial Agency participate applies different types of training methods including seminars, workshops, and tabletop exercises. Finally, the present study discussed the positive impact of the “Dongbaik drill” on police disaster management and policy implications.
