국문 초록

본 논문에서는 직거래 사기 범죄를 예방하기 위해 중고거래 업체에서 자체적으로 확보한 사이버사기 판매의심 범죄단서 정보 중 개인정보보호법으로 공개할 수 없는 것을 가명처리 후 공유하는 플랫폼을 제안한다. 정보통신망 이용 범죄 중 사이버사기가 74%를 차지하고 있으며, 이중 70% 정도가 직거래 사기이다. 직거래 사기는 인터넷 중고거래 플랫폼에서 주로 발생하기 때문에 이를 예방하기 위한 대책 수립이 절실히 필요하다. 최근 사이버사기 피해사례를 분석하여 범죄단서 중 계좌번호와 전화번호를 가명정보화하고 다른 거래정보들과 결합하여 중고거래 업체 간 공유한다면 상호 중복되는 사기 판매자 및 물품에 대해 차단 · 주의 · 알림 등을 통해 피해확산을 방지할 수 있으며 또한 계좌번호와 전화번호에 대한 피해신고 이력조회를 통해 거래 상대방의 사기 위험을 알려줄 수 있음을 입증하였다. 사이버사기 범죄에 대한 중고거래 업체간 범죄단서 정보와 사이버사기 피해신고 이력조회 정보을 중고거래 업체와 중고거래 대상자들이 플랫폼을 통해서 공유하고 적극적으로 활용한다면 사이버사기 범죄를 효과적으로 예방할 수 있을 것으로 판단된다.

영문 초록

In this paper, in order to prevent Cyber fraudulent crimes in direct transactions, we propose a system that shares information on suspected cyber fraud sales that cannot be disclosed under the Personal Information Protection Act among the cyber fraud sales suspect information obtained by second-hand dealers after pseudonymization. Cyber scams account for 74% of crimes using authentic internet networks, of which 70% are direct trading frauds of used items. Since direct transaction fraud occurs on Internet secondhand trading platforms, it is desperately necessary to establish measures to prevent it. If we analyze recent cyber fraud damage cases and make account numbers and phone numbers out of the criminal clues into pseudonyms, combine them with other tranding information and share them between second-hand trading companies, we will block, caution, and notify you of fraudulent sellers and items that overlap with each other. It has been proven that it can prevent the spread of damage and inform the counterparty of the risk of fraud by checking the damage report history for account numbers and phone numbers. It is judged that cyber fraud crimes can be effectively prevented if second-hand transaction companies and those subject to second-hand transactions share and actively utilize the information on criminal clues and cyber fraud damage report history information about cyber fraud crimes through the platform.
