서울지역 경찰인력 형평성과 효율성 분석

국문 초록

본 연구는 서울특별시를 연구대상지역으로 선정하고 최근 10년간 통계자료를 바탕으로 경찰인력의 형평성과 효율성을 분석하였다. 분석결과, 서울경찰청 본부의 인력점유율은 증가한 반면, 경찰서와 지구대 및 파출소의 점유율은 감소하였다. 2019년을 기준으로 인구와 5대 범죄, 112신고 대비 경찰관 수를 산출하여 경찰인력의 자치구별 형평성을 분석한 결과, 경찰관들이 부족하게 배치된 자치구는 관악구, 구로구, 송파구, 강서구, 중랑구, 강동구, 마포구, 영등포구, 광진구 등으로 분석된 반면, 종로구, 중구, 성북구는 경찰관이 상대적으로 많이 배치된 것으로 파악되었다. 한편, 자료포락분석기법(DEA)을 통해 자치구별 상대적 효율성을 분석한 결과, 관악구, 강서구, 강북구, 구로구, 마포구 등의 상대적 효율성이 높은 반면, 중구, 성북구, 성동구, 양천구 등의 효율성이 낮았다. 이러한 자치구별 효율성 순위가 변화가 있었는지 분석한 결과, 강북구, 용산구, 서초구, 구로구, 강서구 등 일부 자치구에서 순위가 상승한 반면, 양천구, 광진구, 중랑구 등에서 효율성 순위가 하락하였다. 이러한 분석을 통해 치안수요 대비 경찰인력의 과부족을 개선하기 위해 서울경찰청 차원에서 심도 있는 검토 작업을 통해 자치구별 인력충원과 재배치가 요구되며, 효율성 분석을 통해 상대적으로 비효율적인 자치구에서 효율적인 자치구로 인력을 재배치하거나 범죄검거 등 산출 측면에서 개선노력을 병행할 필요가 있다. 또한 서울경찰청의 특성을 고려하여 본부와 경찰서의 인력에 대해서는 효율화 노력이 필요한 반면 치안현장인 지구대와 파출소에 인력배치를 강화할 필요가 있으며, 집회시위 관련 경비 기능에 인력이 과다투입되지 않는 방안도 모색하여야 한다. 이러한 형평성과 효율성 제고방안은 서울지역 내 국가경찰, 자치경찰, 수사경찰이 균형적으로 발전하기 위한 토대가 될 수 있다.

영문 초록

This study analyzed the equity and efficiency of police manpower in Seoul related to human resource management based on the statistics for the last 10 years. The results showed that the proportion of manpower at the headquarters increased, while the share of police stations and police boxes decreased. Regarding the public safety environment in Seoul, the population and five major crimes decreased in most autonomous districts, while the number of 112 reports increased in most autonomous districts. In terms of the equity of police personnel by autonomous district as of 2019, the results showed that autonomous districts with insufficient police officers were Gwanak-gu, Guro-gu, Songpa-gu, Gangseo-gu, Jungnang-gu, Gangdong-gu, Mapo-gu, Yeongdeungpo-gu, and Gwangjin-gu, while Jongno-gu, Jung-gu, and Seongbuk-gu had a relatively large number of police officers. Considering the changes in public safety environment variables over the past 10 years, Gwanak-gu, Mapo-gu, and Gangseo-gu, which had a high rate of increase in the police force by 20%, showed a higher rate of increase in 112 reports by 20% than other autonomous districts. Meanwhile, the data envelope analysis results showed that the relative efficiency of Gwanak-gu, Gangseo-gu, Gangbuk-gu, Guro-gu, and Mapo-gu was high, while the efficiency of Jung-gu, Seongbuk-gu, Seongdong-gu, and Yangcheon-gu was low. In addition, there was a change in the efficiency rankings for each autonomous district, the rankings rose in some autonomous districts such as Gangbuk-gu, Yongsan-gu, Seocho-gu, Guro-gu, and Gangseo-gu, while the efficiency rankings decreased in Yangcheon-gu, Gwangjin-gu, and Jungnang-gu. For the improvement of police personnel management, police personnel recruitment and relocation through in-depth review at the Seoul Metropolitan Police Agency are required to response to the demand for public safety. Furthermore, relocating police personnel from relatively inefficient autonomous districts to efficient autonomous districts is needed and the improvement of output such as criminal arrest should be recommended. In addition, considering the characteristics of the Seoul Metropolitan Police Agency, it is necessary to increase the efficiency of the police personnel at the headquarters and the police stations, while it is also necessary not to allocate police personnel into the security functions related to demonstrations excessively. These measures to enhance equity and efficiency can serve as a foundation for the balanced development of state police, municipal police, and investigative police in Seoul.
