국문 초록

분배정의를 비롯한 불평등과 빈곤 관점 등은 사회복지실천의 중심 측면으로 사회복지사 역량 규정의 원칙임에도 연구가 활발히 진행되지 못하였다는 비판에 기반하여 본 연구는 진행되었다. 사회복지사의 빈곤에 대한 이해에서 시작된 관점과 태도가 소득불평등이라는 사회구조 인식을 통해 평등과 형평이라는 분배정의 원칙으로 어떻게 외현화되는지 살펴보고자 하였으며 이를 실증적으로 밝혔다는 것에 본 연구는 의미가 있다. 본 연구에서 도출된 주요 결과는 다음과 같다. 빈곤에 대한 개인주의적 관점하에서 사회복지사가 지향하는 분배정의는 형평원칙을 선호하는 것으로 나타났으며, 빈곤 원인과 소득불평등에 대한 이해를 상호 독립된 개념과 현상으로 인식하는 것으로 분석된다. 빈곤인식은 형평원칙에, 소득불평등인식은 평등원칙에 영향을 주는 각각의 독립된 경로는 사회경제적 지위의 혼란스러움에 영향을 받은 것으로 분석된다. 이를 극복하기 위해서는 빈곤 중심의 욕구 기제에 맞추어져 있는 사회복지 직무의 개념적 구속을 탈피하여 사회정의 확보, 평등 관계로의 패러다임 전환이 이루어질 필요성이 있다.

영문 초록

Distributive justice, inequality and poverty perspectives are central aspects of social welfare practice. This study was conducted based on the criticism that the research was not actively conducted despite the principle of social worker competency regulation. Let s look at how the perspectives and attitudes that started from the social worker s understanding of poverty are externalized into the principle of distributive justice of equality and equity through the recognition of the social structure of income inequality. This study is meaningful in that it empirically revealed this. The main results derived from this study are as follows. The distributive justice pursued by social workers was found to favor the principle of equity. It is analyzed that understanding poverty and income inequality are recognized as mutually independent concepts and phenomena. The perception of poverty affects the principle of equity, and the perception of income inequality affects the principle of equality.The reason is analyzed to be influenced by the confusion of socioeconomic status. In order to overcome this, it is necessary to break away from the conceptual constraints of social welfare jobs that are aligned with the poverty-centered desire mechanism, and to achieve social justice and a paradigm shift towards equality.
