국문 초록

本研究の目的は､東京2020大会の招致·準備過程の背後に潜む国家主義と政治性を批判的に考察することにある｡東京都知事であった石原慎太郎は､なぜ｢再び｣五輪招致に身を乗り出したのか､彼が持っている国家意識や歴史認識､新自由主義的な教育改革の観点から分析を行った｡石原は日本の近現代歴史を否定的に評価する歴史認識が日本社会と教育を支配し､経済停滞によって目標と自信を見失った日本人が多いと判断した｡出口と先の見えない日本､日本人の自信を回復する機会､｢閉塞感｣に包まれている日本社会を変えさせるのにはオリンピック開催が必要だと認識した｡五輪招致と開催を日本の可能性を国際社会へアピールし､プレゼンスを高める絶好の機会や手段としてとして捉えていた｡そのため､東京オリンピックは国民の支持を獲得する絶好の機会であり､日本の大国意識の昂揚や新たな統合を図るうえで格好のイベントとして位置付けられた｡ その一つが招致·開催過程において､常に氾濫した｢復興五輪｣というコンセプトであった｡オリンピック開催を疑問視する声が少なくない中､復興五輪という名称をつけることで､開催への批判を抑制させるとともに､オリンピックは被災地の復興にプラス方向に動かすものである認識を与え､国民から関心と支持を得る狙いがあった｡復興五輪の美名の下に､被災地復興のため｢みんなで一つになろう｣という中で進められてきたオリンピック準備は､ナショナル·アイデンティティや日本人のプライドを取り戻すための復興になっていた｡だが､東京大会は｢復興｣に対してポジティブに作用していなかった｡復興五輪という言葉は単なる口実であり､大会開催の本質として捉えられていたわけでもなく､招致のためのパフォーマンス·政治的手段として利用されたのである｡ 軍事大国化を目指してきた日本政府が､オリンピックに便乗し監視社会を構築するためオリンピック準備過程で制定した特定秘密保護法や共謀罪の政治性と皇室の政治的利用についても検討した｡教育現場でオリンピックムードの演出にかこつけてひたひたと推し進められたオリンピック教育では､日本人としてのアイデンティティとナショナリズムを強調する国家主義の教育が行われた｡国家意識の高揚と国民統合の構造をビルトインとしていたのである｡オリンピックを推進する為政者たちの発言や姿勢､オリンピック政策からは､国家主義や政治性が露骨に現れていた｡

영문 초록

The purpose of this study is to critically examine the nationalism and politics behind the bidding and preparation processes of the Tokyo Olympic Games. Why did Shintaro Ishihara, the former governor of Tokyo, step forward to bid for the Olympics? In this context, I analyze his nationalistic consciousness and historical awareness, and his attraction to neoliberal educational reform. Ishihara has determined that a negative historical perception of Japan’s modern history dominates Japanese society and education, and that many Japanese have lost sight of their fundamental goals and their confidence due to economic stagnation. He felt the need to hold the Olympics in order to restore the confidence of the Japanese people and to revitalize a stagnant Japanese society. For this reason, the Tokyo Olympics was positioned as the perfect opportunity to gain public support and as an optimal event to raise people’s awareness of Japan as a great power, and to promote a greater level of national unity. In this effort, the Olympics were publicized as “The Recovery and Reconstruction Games,” a concept which was constantly advanced during the bidding process and in preparing to host the games. Under this guise, the preparations for the Olympics, which were initially carried out in the hope of uniting the country around the need for the reconstruction of disaster-stricken areas, became focused on revitalizing national identity and regaining Japanese pride. However, the Tokyo Games did not have a positive effect in relation to the stated goal of “recovery”. I also examine the political nature of the “Specified Secret Protection Act” enacted by the Japanese government and the conspiracy it effectively engaged in in the process of preparing for the Olympics. The goal of the legislation was to take advantage of the Olympics in order to build a “surveillance society,” and to make political use of the Imperial Family for this purpose. In the propaganda surrounding the Olympics that was promoted in the schools, there was an emphasis on Japanese identity and nationalism. The statements and stances of the politicians who were promoting the Olympics, and the related policies, exposed their blatant nationalism and political goals.
