유아교육과 보육의 통합을 위한 상향식 정책방안 수립연구

국문 초록

본 연구는 델파이 조사를 활용하여 유아교육과 보육의 통합을 위한 상향식 정책방안을 수립하는 데 목적이 있다. 본 연구는 유아교육·보육 정책 분야 전문가, 유아교육·보육 행정 분야 전문가, 유아교육·보육 현장 분야 전문가 20인을 전문가 패널로 선정하였다. 이후 델파이 조사를 3차례 동안 실시하여 유아교육과 보육의 통합을 위한 상향식 정책방안을 수립하였다. 3차에 걸쳐 진행된 델파이 조사는 내용분석, 평균과 표준편차, 왜도 및 사분위수를 통해 분석하였다. 또한 전문가 패널의 응답에 기초하여 평가척도의 내용을 수정 및 삭제하기 위하여 내용타당도, 합의도, 수렴도를 확인하였다. 본 연구는 전문가 패널들의 응답 분석에 토대하여 교육과정 통합, 행정 통합, 재정 통합, 교육체제 통합을 위한 정책방안 등 4개의 정책준거, 21개의 세부정책이 제안되었다. 본 연구에서 제시한 유보통합을 위한 상향식 정책방안을 통해 시대적 정책 과제인 유보통합 정책 추진에 해당 전문가의 의견과 요구가 반영될 수 있게 하는 기회의 장이 될 수 있었던 것으로 판단한다. 또한 우리나라 유보통합의 정책적 사안을 보다 원만하게 해결할 수 있는 구체적인 정책을 제시하였음에 의미를 부여한다.

영문 초록

The purpose of this study is to use Delphi survey to establish a bottom-up policy plan for the integration of early childhood education and child care. This study selected 20 experts in the field of early childhood education and child care policy, experts in the field of early childhood education and child care administration, and 20 experts in the field of early childhood education and child care as expert panels. The Delphi survey was then conducted three times to establish a bottom-up policy plan for the integration of early childhood education and child care. The three rounds of Delphi survey were analyzed through content analysis, mean and standard deviation, skewness and quartile. In addition, the contents of the assessment measures were verified for revision and deletion based on the responses of the expert panel. Based on the response analysis of expert panel, this study proposed four policy criteria, 21 detailed policies, including the integration of curriculum, administrative integration, financial integration, and policy measures for integration of education system. It is judged that the bottom-up policy measures for reserved integration presented in this study have provided an opportunity for the implementation of reserved integration policies, which is a policy task of the times, to reflect the opinions and needs of the relevant experts. It is also meaningful that the government has proposed specific policies that can resolve the policy issues of the nation s reserved integration more smoothly.
