국문 초록

본 연구는 빅카인즈 서비스 시스템을 활용하여 다중이용시설의 테러에 관한 언론보도 동향을 파악하고, 뉴스검색을 통한 키워드 트렌드와 워드클라우드 분석을 토대로 주요 이슈를 도출하였다. 본 연구의 대상은 핵심주제어(key word)에 따라 분류된 언론보도 기사이다. 검색키워드는 “다중이용시설”, “테러”이며, 연구목적 상 다중이용시설 관련 키워드와 테러 키워드의 연관관계를 중심으로 테러에 관한 정책이슈의 변동과 변화요인들을 고찰하였다. 그 결과 다중이용시설의 테러는 감염병과 9.11 테러와의 연관어로 볼 때 생물테러와 폭발물테러로 귀결되며, 이는 불특정 다수의 시민들이 제한된 시설 내에서의 활동에 따라 그 피해 규모가 늘어난다는 것을 의미한다. 감염병 그 자체로서 테러 무기로 전환될 시 이는 국가 재난급 대형 사고로서 그 예방 및 확산방지에 총력을 기울여야 한다. 테러는 국제 분쟁과 국제 정치적 역학관계의 영향을 많이 받는 영역으로서 정부 차원의 사전적 대응이 절실하다고 보며, 법제적으로 단계화된 대응 절차가 마련되어 있지만 이를 실제 다중이용시설의 안전관리 담당자가 실현할 수 있도록 자체 세부 지침이 마련되어야 그 실효성을 얻을 수 있다고 본다.

영문 초록

This study identified media reports on terrorism in multi-use facilities using the Big Kinds service system, and derived major issues based on keyword trends and word cloud analysis through news search. The subject of this study is press articles classified according to key words. The search keywords are “multi-use facilities” and “terrorism”, and for the purpose of this study, changes and factors in policy issues related to terrorism are considered, focusing on the relationship between keywords related to multi-use facilities and terrorism keywords. As a result, terrorism in multi-use facilities results in bioterrorism and explosives terrorism in terms of the links between infectious diseases and the 9/11 terrorist attacks, which means that the scale of damage increases according to the activities of a large number of unspecified citizens within the restricted facilities. When an infectious disease itself is converted into a weapon of terrorism, it is a major national disaster, and all efforts must be made to prevent its spread. Terrorism is an area that is highly affected by international conflicts and international political dynamics, so it is essential to take a proactive response at the government level, and its effectiveness can be achieved only when its own detailed guidelines are prepared.
