지역사회보장지수 도출에 관한 연구

국문 초록

본 연구는 지역사회의 문제를 효과적으로 해결할 수 있는 사회복지정책과 사업을 시행하기 위해서는 지역별로 해결해야하는 문제와 대상의 우선순위를 양적인 수치로 확인할 수 있는 지역사회보장지수가 필요하다는 문제의식에서 출발했다. 이에 따라 본 연구의 목적은 주요 인구집단과 사회보장의 주요 영역을 교차하고 지수화 과정을 거쳐 지역별 사회보장지수를 도출하는 것이다. 이를 위해 사회보장을 기초생계, 고용, 주거, 신체건강, 정신건강, 학대, 사회참여, 문화 등 8개 영역으로 구분하고, 인구집단은 아동청소년, 청년, 노인, 여성, 장애인, 다문화 등 6개로 구분하였다. 지역사회보장지수를 도출하는 과정에서 사회보장의 영역과 인구집단이 교차하는 지점마다 최소 1개에서 최대 3개의 지표를 구성하여 총 82개의 2차 자료를 활용하였고, fsQCA를 활용하여 사회보장지수를 0에서 1사이로 지수화하였다. 분석결과, 17개 시도와 8개 영역이 교차한 136개의 지점에서는 서울과 제주의 주거, 광주의 주거, 광주의 기초생계, 제주의 사회참여, 울산의 고용, 대전의 정신건강 순으로 문제수준이 높은 것으로 나타났다. 다음으로 17개 시도와 6개 인구집단이 교차한 102개의 지점에서는 세종의 다문화, 부산의 노인, 강원의 아동청소년, 대전의 노인, 전북의 아동청소년 순으로 문제수준이 높은 것으로 나타났다. 향후에 본 연구에서 활용한 지수화 방식을 적용하여 시, 군, 구 단위로 지역사회보장 실태를 파악하기 위한 시도를 확장한다면 지역 자체적으로 지역사회보장계획 수립 및 사업을 추진 할 때, 중요한 근거로 활용할 수 있을 뿐만 아니라 이를 바탕으로 추진한 사업의 성과도 제고할 것으로 기대할 수 있다.

영문 초록

This study started from the awareness that in order to implement social welfare policies and projects that can effectively solve the problems of the community, it is necessary to have a regional social security index that can confirm the priorities of problems and targets that need to be solved by region in quantitative numbers. Accordingly, the purpose of this study is to cross the major population groups and major areas of social security, and to derive the regional social security index through the indexing process. To this end, social security was divided into eight areas: basic livelihood, employment, housing, physical health, mental health, abuse, social participation, and culture. Population groups were divided into six groups: children and adolescents, youth, the elderly, women, people with disabilities, and multi-cultural. In the process of deriving the regional social security index, a total of 82 secondary data were used by configuring at least one to a maximum of three indicators at each intersection of the social security and the population group, and fsQCA was used to set the social security index to 0 was indexed between 1. As a result of the analysis, at 136 points where 17 regions and 8 areas intersect, the level of problems was highest in the order of Seoul, Jeju, and Gwangju housing, Gwangju basic livelihood, Jeju social participation, Ulsan employment, and Daejeon mental health. Next, at 102 points where 17 regions and 6 population groups intersect, the level of problems was highest in the order of multi-cultural in Sejong, the elderly in Busan, children and youth in Gangwon, the elderly in Daejeon, and children and adolescents in Jeonbuk. If the evaluation of the regional social security situation is extended to the city, county, and gu units using the indexing method of this study, it can be used as an important basis when implementing welfare projects or establishing a Community Welfare Plan. In addition, it can be expected that the performance of the projects promoted based on this will be improved.
