국문 초록

1875년 발생한 雲揚號사건 및 이로 인해 1876년에 맺어진 朝日修好條規 곧 江華島條約은 조선과 일본 메이지 신정부의 ‘書契’문제에서 비롯되었다. 그러나 동아시아 지역질서의 변화라는 측면에서 보면, 강화도조약은 한반도를 발판으로 대륙(만주지역)으로 진출하려는 일본과 이를 저지하고 조선에서의 종주권을 유지하려는 청과의 세력다툼이었다. 따라서 강화도조약이 체결되는 과정에 청 정부 또한 깊이 관여하게 되는데, 특히 直隸總督으로 재직하면서 청 정부의 대외정책을 전담하던 李鴻章(1823~1901)의 역할이 적지 않았다. 강화도조약이 체결되기 직전, 조선의 정권 담당자였던 이유원은 王世子의 冊封을 위한 奏請使의 정사가 되어 북경을 다녀왔다. 그리고 북경에서 돌아오는 길에 直隸省의 永平府에 들은 이유원은 지사 游智開를 통해 이홍장에게 서신을 보냈는데, 이는 당시 청조 대외정책을 전담하고 있던 이홍장을 통해 일본과의 외교문제를 해결하기 위해서였다. 이러한 사실은 이유원의 을유연행록 『薊槎日錄』을 통해 확인할 수 있었다. 유지개로부터 직접 이유원의 서신을 전달받은 이홍장은 이유원에게 보내는 답장을 통해 조선이 일본과의 국교 재개 문제를 평화적 해결해주도록 주문하였다. 또한 이홍장은 조선과 일본의 평화적 해결 방법을 위해 총리아문에도 글을 보냈다. 여기서 이홍장은 총리아문에서 신속하게 대책을 강구하여 은밀하게 조선 정부에 자문을 보내면서, 조선이 작은 분노를 참고 일본 사신을 예로서 접대하도록 권유해야 한다고 주문하였다. 북경의 예부로부터 조선에 전달된 이홍장의 중재안은 그때까지 일본과의 국교재개에 대한 조선 조정내의 강렬한 반대의견을 무마할 수 있었다는 점에서 크나큰 효력이 있었다. 이후 이홍장은 이유원과의 서신왕래라는 비밀외교 통로를 통해 조선의 대외정책에 깊이 관여하게 된다. 이유원과 이홍장의 교류 이면에는 일본의 팽창을 견제하려는 청 정부의 입장과 청의 군사력을 빌어 일본의 침략을 막아보려는 조선 정부의 입장이 서로 조응한 측면이 있었지만, 이홍장과 이유원의 대일 인식에서는 적지 않은 거리가 존재했다.

영문 초록

The Yunyang雲揚號 Event in 1875 and the foster cordial relation rules between Chosen朝鮮 and Japan in 1876, namely, the Jianghua Island江華島 Treaty, were triggered by the “diplomatic documents” between Chosen government and Japanese Meiji明治 government. However, from the side view of the East Asia order changes, Jianghua Island treaty is scheming to make the Korean Peninsula as the springboard and to stop the competition of two forces­­­- One is Japan, which is heading for the mainland (Manchuria滿洲 area), The other is to prevent Japan that wants to maintain its nose sovereignty in the Qing淸 government. Therefore, in the process of concluding the Jianghua Island Treaty, The Qing Dynasty made the deepen intervention, especially the Zhili直隸 governor Li Hongzhang李鴻章(1823-1901), He was responsible for the foreign policy at that time, and his efforts in this event was sheer obvious. In the winter of 1875 before signing the Jianghua Island Treaty, Li Yuyuan 李裕元(1848-1888), who was in charge of the Chosen political power at that time, came to Beijing北京 as the formal official to talk about the event of conferring the title to the prince. In the way to Beijing, he passed the Yongping永平 prefecture in Zhili直隸 province. Through You Zhikai游智開, the magistrate of a prefecture, he sent a letter to Li Hongzhang, hoping that Li Hongzhang, who was responsible for the foreign policy in the Qing Dynasty, can resolve the diplomatic problems between Chosen and Japan. This piece of historical facts can be proved in Li Yuyuan’s Yihai Yanxinglu乙亥燕行錄-“Jicha recorded薊槎日錄”. Li Hongzhang received the letter through You Zhikai. In the reply, he told Li Yuyuan to solve Japanese diplomatic relations between nations peacefully. At the same time, in order to resolve the problems between the Chosen and Japan, Li Hongzhang submitted a written statement to the premier government office, which immediately discussed the countermeasures, including sending the secret purpose to the Chosen government, telling the Chosen to be tolerant of the temporary anger, and treating Japan politely and giving the advise. The Ministry of Rites in Qing Dynasty conveyed the Li Hongzhang’s arbitration to the Chosen. The arbitration had played a great role in the diplomatic relations between Chosen and Japan. Also, it played a great role in smoothing the strong opposite suggestions inside the Chosen. After that, Li Hongzhang made the deepen intervention in the Chosen foreign policy by using of the secret diplomacy pathway, namely, the correspondence with Li Yuyuan.
