민주화 이후 교회의 정치행동과 신뢰 위기

국문 초록

한국교회의 신뢰위기가 깊어가고 있다. 교회의 신뢰위기는, 교회가 사회를 걱정하는 것이 아니라 사회가 교회를 걱정하는 사태로 집약된다. 교회는 여전히 강력한 사회적 영향력을 지니고 있지만, 그 영향력이 긍정적이기보다는 부정적으로 평가되고 있다. 이 글은 교회의 신뢰위기를 불러일으킨 여러 요인들 가운데 특별히 민주화 이후 교회의 정치행동을 주목한다. 먼저 두드러진 사례들을 중심으로 민주화 이후 일련의 정치행동의 양상을 살펴보고, 그것이 신뢰위기를 불러일으키는 이유를 진단한 데 이어 교회의 바람직한 정치행동의 대안을 모색한다. 교회의 정치행동은 신앙적 요구로서 불가피한 측면을 갖고 있다. 신앙의 요구를 세상 가운데 실현해야 과제를 안고 있기 때문이다. 따라서 교회의 정치행동 자체가 금기의 대상이 되거나 그 자체로 비난 받아야 할 이유는 없다. 문제는 그 정치행동의 성격이다. 바로 그 점에서 민주화 이전 보편적 의제를 중심으로 진보교회의 정치행동과 민주화 이후 주로 사익을 추구하는 경향이 농후한 보수교회의 정치행동은 뚜렷하게 구별되었고, 바로 그 때문에 민주화 이후 교회에 대한 사회적 이미지는 부정적으로 바뀌었다. 더불어 교회에 대한 사회적 신뢰는 급격히 하락할 수밖에 없었다. 코로나19 팬데믹 국면에서 그 교회에 대한 부정적 이미지는 더욱 강화되었다. 일부 극단적인 정치행동과 거리를 둘 뿐 교회의 내적 체질이 바뀌지 않았고 사회적 정치행동의 성격 또한 근본적으로 변화되지 않았기 때문이다. 결국 교회의 정치행동과 관련해서 말하자면, 오늘날 세계에서 공통적으로 받아들여지고 있는 정교분리의 조건 안에서 보편적 공감대를 갖는 가치를 지향함과 더불어 소통할 수 있는 방법으로 나설 때 잃어버린 신뢰를 회복할수 있을 것이다. 그것은 사회와 소통하는 방법일 뿐 아니라 다수의 교회 구성원들과도 원활히 소통하는 방법이기도 하다. 이를 위해서 교회는 교회의 의사결정 구조 및 교회 내의 문화 등 여러 측면에서 스스로의 내적 체질을 전면적으로 재구성하지 않으면 안 될 것이다. 그것은 나아가 세상을 섬기는 예수 그리스도의 복음의 정신을 회복하는 길일기도 하다.

영문 초록

The trust crisis in the Korean church is deepening. Although the church still has a strong social influence, its influence is evaluated negatively rather than positively. That is the reality of the trust crisis. This article pays special attention to the political actions of the church after democratization among the factors that caused the trust crisis in the church. First, it examines the pattern of a series of political actions after democratization focusing on prominent cases, diagnoses the reasons that cause a trust crisis, and then seeks alternatives for desirable political actions of the church. The political action of the church has an unavoidable aspect as a religious requirement. This is because they have a task to fulfill the demands of faith in the world. Therefore, there is no reason for the church s political action itself to be taboo or condemned in itself. The problem is the nature of the political action. At that point, the political actions of the progressive church centered on the universal agenda before democratization and the political actions of the conservative church, which mainly pursued private interests after democratization, were clearly distinguished. That is why the social image of the church has changed negatively after democratization. In addition, social trust in the church was bound to decline sharply. During the COVID-19 pandemic, the negative image of the church was further strengthened. This is because the internal constitution of the church has not changed, and the nature of social and political action has not fundamentally changed, only by keeping distance from some extreme political actions. In the end, speaking of the church s political behavior, it will be possible to restore the lost trust by pursuing values that have universal consensus and communication within the conditions of separation of church and state that are commonly accepted in today s world. It is not only a way to communicate with society, but also a way to communicate smoothly with many church members. For this, the church must completely reorganize its own internal constitution in various aspects such as the church s decision-making structure and the culture within the church. It is also a way to restore the spirit of the gospel of Jesus Christ to serve the world.
