국문 초록

도시재생은 지속적으로 확산되는 추세이며, 단발성 사업이 아니라 지속적 관리와 개선을 통해 발전해 나가야 하는 사업이다. 따라서 도시재생의 성과평가는 사업의 지속성과 효율성을 위해 필수적으로 거쳐 가야 할 과정이다. 따라서, 본 연구는 기존 사업의 성과평가 방식과는 달리, 주민대상 설문을 통해 사업의 성과를 도출하고자 하였으며 강원도 내에서 이루어지고 있는 도시재생 뉴딜사업에 대한 선험적 성과평가를 통한 피드백과 주민대상 설문결과 분석을 통한 정책적 시사점을 도출하고자 하였다. 분석 결과는 다음과 같다. 첫째, 도시재생사업에서 가장 높은 만족도를 보인 항목은 공동체 회복과 관련된 사업으로, 도시재생사업은 주민주도적 도시정책사업으로서의 정체성을 확고히 하고 있다. 둘째, 시설공급에 대한 만족도는 중심시가지형과 경제기반형에서 만족도가 낮다. 그러나 아직 사업 시행단계임을 고려하여 지속적인 교육 및 주민참여 확대를 통해 체감만족도를 높여 사업의 지속성을 확보할 필요가 있다. 마지막으로, 개별 사업의 규모가 비교적 작고 주거지역에 중점을 두는 사업이 상대적으로 주민들로부터 좋은 평가를 받았다.

영문 초록

Urban regeneration is a trend that continues to spread, and it is not a one-time project, but the project that must be developed through continuous management and improvement. Therefore, performance evaluation of urban regeneration is an essential process for the sustainability and efficiency of the project. Therefore, unlike the existing project performance evaluation method, this study attempted to derive the results of the project through a survey for residents and policy implications through feedback through a priori performance evaluation of the urban regeneration new deal project in Gangwon-do. The analysis results are as follows. First, the item with the highest satisfaction in the urban regeneration is a project related to community recovery, and the urban regeneration project solidifies its identity as a resident-led urban policy. Second, satisfaction with facility supply is low in the central city and economic infrastructure. However, considering that the project is still in the implementation stage, it is necessary to secure the continuity of the project by increasing the satisfaction level through continuous education and expansion of resident participation. Finally, projects that are relatively small in size and focus on residential areas received relatively good reviews from residents.
