『죽도문제 100문 100답』의 ｢죽도도해금지령｣과 ｢태정관지령｣ 비판

국문 초록

지난 2월 22일 일본 시마네현의 ‘죽도의 날’ 행사를 치루면서 독도홍보책자 『죽도문제 100문 100답』을 배포하였다. 여기서는 2005년 7월 죽도문제연구회 발족 이후 지금까지 죽도문제연구회가 펼쳐온 독도는 ‘일본 역사적으로 고유의 영토’라는 왜곡논리가 그대로응축되어 있다. 사실 여기서의 ‘100문 100답’은 ‘Web죽도문제연구회’의 홈페이지를 통해일반 네티즌들의 소박한 질문에 관해 답변해온 자료들 중 100여개를 취사선택하여 명료하게 간추린 것에 불과하다. 그러나 한국은 “예로부터 전혀 독도를 인지하지 못했고, 17세기오야·무라카와 양가의 죽도도해로 인하여 17세기 중엽에 일본의 독도에 대한 영유권이 성립했다”고 하는 입장을 그대로 견지하고 있다. 본 논문은 『죽도문제 100문 100답』의 고유영토론의 논리를 일본 사료를 통하여 비판하고자 했다. 분석의 결과 고유영토론은 일본의 사료에 의해서 명확하게 부정되는 것임을 밝혔다. ① 1695년 12월 24일 에도 막부의 필두로쥬(筆頭老中) 아베 붕고노카미(豊後守)가 돗토리번의 에도번저(江戶屋敷)에 보낸 질의에 대한 답변서 ｢7개조 답변서｣에서 울릉도와 독도는 일본에 부속하지 않는다고 확인한 다음 ｢죽도도해금지령｣을 내렸던 점, ② 1870년 4월 일본 외무성이 3명의 외무성 관원에게 조선의 내정에 대해 정탐을 하게 하여 보고받은 ｢조선국시말내탐서｣에서 울릉도와 독도가 조선 부속임을 명확히 확인하고 있는 점, ③ 1877년 3월 29일 당시의 최고정치결정기관인 태정관이 지령으로 ‘울릉도·독도가 일본의 판도가 아니다’라는 결정을 내린 ｢태정관지령문｣에서 2섬이 일본의 영역이 아니라 조선의 영역임을 천명한 점, ④ 일본에서 독도가 최초로 언급되는 관찬지 『隱洲視聽合記』(1667)에서 일본의 서북한계를 오키섬까지라고 기록하고 있는 것 등이다. 이들 일본 사료를 통해서 보더라도 죽도문제연구회와 일본 외무성이 주장하는 ‘고유영토론’ 논리가 성립하지 않음은 명백한 사실이다. 역사적 왜곡이 또 다른 사실 왜곡을 재생산하는 연결고리를 단절하기 위해서라도 일본은 독도에 대한 ‘고유영토론’의 논리를 내려놓아야 할 것이다.

영문 초록

Japan government distributed 100 Questions and 100 Answers on Takeshima Issue book on February 22 on the occasion of Shimaneken ‘Takeshima Day’ event. This book contracted distorted logic on Dokdo by ‘Japanese Inherent Territory Logic’ which persistently shouted after the foundation of Takeshima Issue Study Cub on July 2005. In reality, this 100 Questions and 100 Answers on Takeshima Issue selected and arranged questions clearly among various questions from netizen viewers on Web Takeshima Issue Study Group homepage. However, this answer keeps the logic which explain “Korea had not recognized Dokdo, and Oya·Murakawa families in mid-17 century recognized the island during their fishery work and establish territory right on Dokdo” This paper will criticize Japanese wrong theory of inherent territory logic of 󰡔100 Questions and Answers on Takeshima Issue󰡕 by Japanese historical material. This paper clearly found result that the theory of inherent territory was obviously denied by Japanese historical materials in the analysis. ①Abe Bunggonokami the Chief Elder (筆頭老中) of Bafuku (幕府: Government Cabinet) on December 24, 1695 answered ‘Ulleungdo and Dokdo do not belong to Japan’ in the ｢Answer on 7 articles｣ to the request by Edo Government Office in Dottori prefecture (江戶屋敷), ② 3 MOFA officials who surveyed Choseon (Korea) in April 1870 reported ‘Ulleungdo and Dokdo do not belong to Korea’ in the report ｢secret survey report on Chosen｣, ③ Dajokan (太政官: Council of State) the highest government office on March 29, 1877 declared the two islands were not Japanese territory in ｢Council of State Order｣ to decide ‘Ulleungdo and Dokdo are not Japanese territory’, which clearly reveal the two islands are Korean territory, ④ The first record of Japan to mention about Dokdo in Insyushicyogakki (隱洲視聽合記, 1667) declared territory of Japan to the north-west is Oki island. All of these Japanese historical materials revealed the ‘theory of inherent territory’ by present Japanese MOFA and Takeshima Issue Study Club insistence is wrong logic. Now, Japan should withdraw the wrong logic of ‘theory of inherent territory’ on Dokdo to cut the distorted historical chain which may produce another false.
