일본 아베정권의 보수우경화 경향과 향후 전망

국문 초록

2012년 12월 제2차 아베내각이 등장한 이후 일본정치에 적지 않은 변화들이 나타나고 있다. 헌법 개정 논의의 본격화는 물론 집단적 자위권의 행사를 위한 해석개헌 감행과 같은 보수우경화가 급진전되고 있다. 아베정권이 보수우경화 경향을 강화시켜 나가는 사회경제적, 정치적 기반은 다층적으로 존재한다. 여론정치, 온라인공간의 논의를 오프라인 또는 제도권 안으로 유인하는 전략, 중국에 대한 반발과 미국에의 불만을 토대로 고조되는 민족주의적 정서, 그리고 자민당 내 대외인식에서 강경파인 세와카이(町村派)의 집권, 아베정권에 소속된 정치인들의 강경노선 등이 자리 잡고 있다. 특히, 최근 일본에서 ‘넷우익’의 등장은 보수우경화 경향에 새로운 변수가 되고 있다. 한일관계에 쟁점이 되고 있는 역사인식문제, 영토문제, 야스쿠니문제 등에도 영향력을 강화하고 있다. 아베정권의 보수우경화 경향에 따른 헌법 개정, 집단적 자위권 문제는 일본정치의 기본적인 틀에서 지나치게 일탈된 행위라고 볼 수 있다. 더구나 태평양전쟁에 대한 역사인식은 일본이 구성원으로 참여하고 있는 국제사회의 기본질서에 대한 부정이라는 정치적 일탈에 해당한다고 평가할 수 있다.

영문 초록

After the establishment of Abe’s 2nd Cabinet in December 2012, considerable changes are appearing in Japanese politics. There has been strong conservative swing, such as venture for the reinterpretation of the constitution to exercise collective self-defense as well as a full-fledged discussion of constitutional reform. The multi-layered socio-economic and political bases, such as public politics, strategy to transfer online discussions into offline or institutional discussions, the nationalist sentiment heightened by the opposition to China and the discontent with the United States, the hardliner SewaKai’s (町村派) ruling in the Liberal Democratic Party (LDP), and hardline politicians in Abe’s administration tend to reinforce the outgoing Abe’s conservative movements. In particular, the recent emerging ‘Net Right-Wing’ became important variable in the new trend of conservative swing in Japan. Furthermore, the contradictory historical consciousness, territorial issues, paying respects to Yasukuni shrine are expanding its influence. The constitutional amendment, collective self-defense driven by Abe’s conservative swing seems to be gone too far from the basic framework of Japanese politics. Moreover, the japanese historical consciousness concerned with the Pacific War can be judged as a political deviation which denies the basic international order by the international community Japan also belongs to.
