아베정권의 우경화와 동아시아 국제관계

국문 초록

동아시아의 파워 밸런스 및 일본, 중국, 러시아 등의 국내 정치 변화를 배경으로 역사·영토 분쟁이 심화되고 있다. 한·일 및 중·일 간에 침략전쟁과 식민지배에 대한 인식 차이를 둘러싼 공방이 끊이지 않고 있고, 독도와 센카쿠의 영유권을 둘러싼 갈등도 격화되었다. 영토 문제는 민족주의 정서라는 ‘명분’이 주는 지지율 확보, 국민통합의 수단으로서의 효용과, 자원·에너지 정책 차원의 경제이익이라는 ‘실리’가 결합되어 있다. 향후 영토 문제에서 타협하면 정권이 유지될 수 없다는 인식 즉, ‘영토문제의 성역화’와 결부된 ‘영토 내셔널리즘’의 발호가 우려된다. 미·중·일 간의 전략적 이해관계가 복잡하게 얽혀서 전개되는 동아시아 세력전이 속에서 한국은 국익 극대화와 지역질서 안정화를 위해 냉철한 판단과 절제된 대응이 요구된다. 향후 시진핑 체제와 아베 체제 간에 경쟁이 심화될 경우, 한국은 일·중 간의 대립을 조정하는 중간자적 역할에 충실해야 한다. 일본의 보수 우경화에 대해서는 역사인식과 방위안보정책을 구분해서 대응하되, 일본에 대한 관여와 견제를 병행하는 것이 중요하다. 즉, 인류 보편적 가치 차원에서 과거사 반성과 화해가 세계적 대세이며, 역사 왜곡이 일본의 국제적 역할 확대의 걸림돌이 되고 있음을 환기시켜 나가야 한다.

영문 초록

Conflicts over territories and past history are intensifying amid the power shift in East Asia and domestic political changes of Korea, Japan, China and Russia. While the wrangling continues between Korea and Japan, and China and Japan over the differences in perception of the war of aggression and colonial rule, disputes surrounding sovereignty rights of Dokdo and Diaoyudao/Senkaku islets have grown even more fierce. The territorial issue combines the justifiable “cause”―the nationalistic sentiments―that serves as means to secure approval ratings and promote national integration on the one hand, and the “practical benefits” which refer to economic interests related to the resource and energy policy on the other hand. There are concerns that a regime making concessions on territorial issues will not be sustained, i.e., a “territorial sanctuary,” that could lead to a rampant spread of the “territorial nationalism” in the future. Considering the complexly interwoven strategic interests among the U.S., China and Japan, Korea would need to advocate cool judgment and cautious response so as to maximize national interests and contribute to regional stability. Should the rivalry deepen between the Xi Jinping administration and the Abe administration, Korea will need to remain a faithful mediator between the two states. While handling the historical matter and the security policy separately, it is important to adopt both engagement and check measures toward Japan. Korea needs to continue sending reminders to Japan that apology and reconciliation for the historical matter in the context of the universal values is the trend of our time, and that distortion of history hinders Japan from strengthening its international role.
