부여 송국리유적 세계유산 등재과정의 문제점과 추진 방향

국문 초록

부여 송국리유적은 한국의 중서부에 위치한 청동기시대의 대표적인 유적으로, 지난 40여년간 26차 이상의 발굴 조사가 이루어졌다. 발굴 조사에서는 100여 기 이상의 집자리, 수혈, 방어시설, 무덤, 목주열 등이 확인되어 당시 도작 농경을 경제적 기반으로 하는 청동기 시대 대규모 마을의 모습을 그대로 보여주고 있다. 또한 주변에는 많은 수의 고인돌, 석관묘 유적 등이 위치하고 있어 청동기시대 사회상을 확인할 수 있다. 그리고 부여 송국리유적으로 대표되는‘송국리문화’는 멀리 일본까지 전파되어 일본 야요이문화 형성에 중요한 역할을 하였다. 이러한 점들이 세계 유산의 기본적 전제 조건인‘탁월한 보편적 가치’에 해당된다고 할 수 있다. 그러나 송국리유적의 범위와 전모를 아직 파악하지 못하고 있다는 점, 개별 구성 요소의 성격이 명확하게 규명되지 않았다는 점, 주변유적의 조사가 미비한 점 등 세계유산 등재를 위해서는 아직 미흡한 부분이 적지 않다. 적어도 10년 이상의 장기간에 걸친 지속적 조사, 학술연구, 홍보, 지역주민과 연계된 활동 등이 필요하다. 단기간의 발굴조사, 정비 복원만을 통해 세계유산 등재를 추진하는 것은 무리한 작업이다. 가장 중요한 점은 다양한 방법을 통해 송국리유적과 부여군내 선사유적이 가지고 있는 역사적 가치를 명확히 규명하고 이를 국내외로 널리 알리는 것이다. 세계유산 등재라는 목표점을 설정하고 이를 추진하는 과정에서 송국리유적의 체계적이고 일관된 조사, 보존, 활용이 이루어지는 것에 보다 중점을 두어야 할 것이다. 부여 송국리유적의 세계유산 등재 추진 과정에서의 문제점에 대한 검토는 이후 선사시대 유적의 세계유산 등재 추진에 하나의 시사점을 제공해 줄 수 있을 것이다.

영문 초록

Located in the midwestern part of the Korean peninsula, Songguk-ri Site in Buyeo-gun is the most prominent historic site in Korea from the Bronze Age. Since its discovery in 1974, more than 26 seasons of excavation have been conducted for the recent four decades. Through the excavations, more than 100 items of pit dwelling, defense facility, tombs, and rows of wooden poles have been discovered, and they portray a life in a large village based on rice farming. The site is surrounded by many dolmen and remains of stone tombs, which describe a Bronze Age society. The Songguk-ri culture traveled as far as Japan, playing an important role in establishing Yayoi culture in Japan. These meet a basic prerequisite of world heritage, that is, outstanding universal value. However, some elements are lacking to qualify the site as world heritage, including that the full scale and scope of the Songguk-ri Site have yet to be identified, nature and characteristics of many individual elements of the site remain unclear, and the investigation of the surrounding site is in an incipient stage. At least 10 years of steady investigations, academic research, promotion and activities engaging community residents are needed. Short-term excavation, refurbishment and restoration efforts alone are insufficient to qualify the site as world heritage. The most important task is to elucidate historical value of the Songguk-ri Site and other prehistoric remains in Buyeo-gun in diverse methods, and promote the findings at both home and abroad. More emphasis should be put on ensuring systematic and consistent investigation of the Songguk-ri Site as well as thei20r restoration and utilization with a clear goal of establishing the site as world heritage. This calls for a mid-to-long-term planning regarding archeological and local community activities carried out in Buyeo-gun.
