근대 일본의 비국민상 형성에 대한 일고찰

국문 초록

‘비국민(非国民)’이라는 말은 한국에서는 거의 사용되지 않는 말이다. 반면에 일본의 경우 비국민이라는 용어는 지금도 여전히 일상적으로 사용되고 있다. 비국민이라는 말의 사전적 정의를 보면 ‘국민으로서의 본분・의무에 반하는 행위를 하는 자. 특히 제2차 세계대전에서 군과 국가의 정책에 비협력적인 자를 비난하는 말로 사용되었다’ 라고 되어 있다. 비국민이라는 말 자체에 대한 해석은 다양할 수 있을 것이나, 대체로 전시 하에서 국가의 정책에 반대하는 사람들을 비국민으로 지칭했다는 설명이라고 할 수 있다. 그런데 애당초 국가에 협력하지 않은 자, 국가 체제를 비판한 자, 전쟁을 반대한 자를 가리켜 비국민으로 불렀다면, 이들은 최소한 아시아 전역을 전쟁에 몰아넣은 근대 일본의 전쟁에 찬성하지 않은 자를 말하는 것이다. 근대 이후 일본에서 국가가 자신의 권력 행사에 반대하는 언동을 행하는 국민에 대해 증오와 비난의 뜻을 담아 사용해 온 비국민이라는 말을 재검토할 필요가 있는 것은 아닐까. 본고에서는 근대 일본의 비국민상 형성의 문제를 천황제 국가와 기독교의 충돌 문제를 통해 살펴보고 그 의미를 생각해보고자 한다.

영문 초록

This The term hikokumin(非国民) is rarely used in Korea. InJapan, on the other hand, the term hikokumin is still used on a dailybasis. Accoding to the Japanese dictionary, hikokumin is a personwho acts against his or her duty as a citizen. Especially in WorldWar II, it was used to condemn those who did not cooperate withmilitary and national policies . There may be many interpretations ofthe word hikokumin itself, but in general it can be said that peoplewho opposed the policies of the state during the war were called hikokumin . However, if those who did not cooperate with the state,criticized the state system, or opposed the war were called hikokumin in the first place, these would at least refer to those whodid not agree with the modern Japanese war that drove all of Asia towar. We need to rethink the term hikokumin , which has been usedby the state in Japan since the modern era as a term of hatred andcondemnation for citizens who speak and act against the exercise oftheir power. In this paper, I will explore the problem of theformation of the image of hikokumin in modern Japan through theissue of the clash between the emperor state and Christianity, andconsider its implications.
