국문 초록

연구목적: AIIB 창립 당시 미국을 비롯한 서방국가들은 AIIB가 중국의 영향력 확대수단 또는 BRI에 편향된 자금조달 도구로 활용될 것이라는 우려가 많았다. 본 연구에서는 AIIB가 설립된 지 5년이 지난 현재, 그동안 승인된 사업을 분석하여 AIIB의 결과를 객관적으로 평가하고자 한다. 이는 AIIB와 BRI의 관계를 평가하고 해석하고자 함이며, 미·중·일의 격전지인 아세안을 그 대상으로 삼았다. 논문구성/논리: AIIB 자금의 현황과 BRI와의 관계를 평가하기 위해 아세안 지역을 주요 대상으로 삼고 논의하였다. 제2장에서는 중-아세안이 각각 BRI와 MPAC라는 지역간 연계를 위한 인프라 개발 정책에 공통된 인식이 있음을 논하고, 제3장에서는 중국의 아세안 인프라 자금지원 실태를 제시하였다. 제4장은 아세안 내 AIIB 자금지원을 남아시아 및 유라시아와 비교ㆍ분석한 후, 제5장은 결론으로 아세안 내 AIIB 자금지원이 미미한 원인과 AIIB와 BRI 관계를 해석하였다. 결과: AIIB가 BRI 자금조달 역할을 할 것이라는 서방의 시각과는 달리 아세안 내 AIIB 자금지원은 미미하다. 중국 BRI 정책에서 교통과 에너지는 가장 중요한 분야이나, 아세안 내 AIIB 자금은 도시 개발과 수자원 인프라 건설에 집중되어 AIIB와 BRI의 연계성은 무관하다고 보여진다. 이는 아세안이 다른 신흥국에 비해 중국의 전략적 요충지임은 분명하나, BRI 정책 내 상대적으로 다소 낮은 중요도, AIIB 외에 NDB, SCODB, CAF, SRF, 중국-ASEAN 해양 협력기금 등 다양한 인프라 자금조달처 존재, 아세안의 미·중간 줄다리기로 AIIB 자금의 제한적 수용 가능성, AIIB의 국제기구로서의 행보 등에 기인한다. 독창성/가치: 본 연구는 실질적으로 승인된 프로젝트를 분석하여 정량적 지표로 아세안 내 AIIB 자금지원을 평가하고 해석했다. 이는 아세안 내 AIIB 자금이 미·중·일 또는 중·아세안 관계 및 대응전략을 분석할 수 있는 잣대로 활용될 수 있는지에 대한 기초 연구로 의미가 있다.

영문 초록

Purpose: Since the establishment of AIIB, many prior studies in Western countries including the U.S. have argued that it will be used as a means of expanding China’s influence or as a tool of BRI-biased funding. In this paper, now, 5 years later, since AIIB established, we want to analyze the approved projects and evaluate the results of AIIB objectively. This is to evaluate and reinterpret the relationship between AIIB and BRI. And the subject of this research is ASEAN, a region of interest from the U.S., China, and Japan. Composition/Logic: This paper targeted ASEAN primarily to evaluate the status of AIIB funding and its relationship with BRI. Chapter 2 discusses that China and ASEAN have a common perception of infrastructure development policies for interregional links with BRI and MPAC, respectively. And Chapter 3 presented China s ASEAN infrastructure funding status. Chapter 4 compared and analyzed AIIB funding in ASEAN with South Asia and Eurasia. Chapter 5, in conclusion, interpreted the reasons for the small amount of AIIB funding in ASEAN and the relationship between AIIB and BRI. Findings: Contrary to many prior research concerns that AIIB will play a role of raising funds for BRI, AIIB funding in ASEAN is minimal. Although transportation and energy are the most important areas in China s BRI policy, the link between AIIB and BRI seems irrelevant as AIIB funds in ASEAN are concentrated on urban development and infrastructure construction for water resources. These causes include: First, ASEAN is clearly China s strategic point compared to other emerging economies, but the importance of BRI policy is relatively low. Second, in addition to AIIB, there are various funding sources, including NDB, SCODB, CAF, SRF, and China-ASEAN Marine Cooperation Fund. Third, ASEAN s balanced diplomacy between the U.S. and China is likely to limit the acceptance of AIIB funds. Fourth, AIIB will serve as an international organization unrelated to BRI. Originality/Value: This study evaluated and interpreted AIIB funding within ASEAN through quantitative indicators of substantially approved projects. This is meaningful as a basic study that whether AIIB funds in ASEAN can be used as data to analyze US-China-Japan or China-ASEAN relations and response strategies.
