고령인구 변화가 지역경제에 미치는 영향

국문 초록

본 연구는 Jarocinski(2010)의 베이지안 패널 VAR 모형, Pesaran and Shin(1998)의 일반화 충격반응과 분산분해, Yilmaz(2009)의 전이효과 지수 모형 등을 활용하여 고령인구 변화가 지역경제에 미치는 영향을 살펴본다. 실증분석결과 고령인구 1% 상승충격으로 인해 지역경제변수 중 민간소비(1인당)는 장·단기적으로 유의미하게 감소한다. 이는 고령인구의 민간소비(1인당)가 즉각 감소하지 않고 예상치 못한 소득감소를 경험하면서 시간에 따라 점진적으로 감소하는 경향을 설명한다. 다음으로 지역별 결과를 통해 고령인구 변화가 유소년인구, 생산가능인구 변화보다 상대적으로 GRDP(1인당), GRNI(1인당), 민간소비(1인당), 소득 역외유출 등의 변화에 대한 설명력이 모두 높은 지역이 고령화가 심화된 지역이 아니라 고령화 정도가 가장 낮게 관측되는 울산으로 확인된다. 이를 통해 단순히 고령인구의 높은 비중이 지역경제에 부정적인 변수라고 단정할 수 없음을 확인할 수 있다. 마지막으로 고령인구와 지역경제 변화 간의 영향력을 비교하면 지역경제 변화가 고령인구 변화에 미치는 영향이 더 크게 관측된다. 하지만 노령화지수와 노년부양비가 높은 지역일수록 인구구조변수의 전반적인 변화가 지역경제 변화에 영향을 주고 있음을 확인되면서 고령인구 증가와 저출산이 장기화되면, 추후 고령인구 증가에 따른 부작용이 지역 및 전국 경제에 부정적인 영향으로 급격하게 전환될 수 있음이 예상된다.

영문 초록

This study uses Jarocinski (2010) s Bayesian panel VAR model, Pesaran and Shin (1998) s Generalized Impulse Response Function and Variance Decomposition, and Yilmaz (2009) s Spillover Index model to analysis the effects of changes in the aged population on the local economy. According to the empirical results, due to the 1% increase in the aged population, private consumption (per capita) among regional economic variables is the Statistically significant decrease in the long term. This explains the tendency that the private consumption (per capita) of the aged population does not reduce immediately, but gradually decreases over time, experiencing an unexpected decrease in income. Next, based on the regional results, the changes in the aged population of Ulsan more explain the changes in GRDP (per capita), GRNI (per capita), private consumption (per capita), and the outflow of income better than the changes in the youth population and the working population of Ulsan which has the lowest proportion of the aged population in Korea. It can be confirmed that it cannot be concluded that the high proportion of the aged population is simply a negative variable for the local economy. Finally, when comparing the spillover effects between the changes of the aged population and the changes in regional economic situation, the spillover effects of the changes in regional economic situation on the changes of the aged population is observed to be greater. However, it is confirmed that, as the ageing index and the old-age dependency ratio are higher, the overall changes in the demographic variables have more the effects on the changes in the regional economic situation. So, if the increases in the aged population and the low birthrate are prolonged, it is expected that the side effects of the increases in the aged population may rapidly turn into negative effects on the local and national economy in the future.
